The Farmers Cultivated Land Protection Association Of Jintan City:Running Performance, Organization Transformation And The Meaning In Local Governance Structure Transformation

With the accelerated process of urbanization, the loss of arable land resources in our country is growing, and the situation of arable land protection in China is not optimistic. Long-term since, arable land protection of China facing many difficulties, such as the system concept of arable land is incomplete, the relationship of interest-related parties are not harmonious, the administrative means is still the mainly means of arable land protection, and people take more attention to the number of arable land and the quality always be ignored. All these difficulties made the strictest arable land protection system didn’t achieve it purpose. Arable land resource is still sharply reduction. Jintan City of Jiangsu province established the first Farmers’ Association by which farmers can protect arable land. The practices of Jintan are innovative and exemplary. The association has many characteristics such as:higher autonomy than the grassroots organizations, more negotiating power than individual farmers, the relationship between the association and famer is closer than other NGO. But the Farmers’ Association of China is faced on difficulties in aspect of awareness, system and organizational.On the basis of existing research review and the research of Cultivated land protection association of Jintan city, the paper analyzed the organization structure and operation mechanism of cultivated land protection association, analyzed farmers’ willingness to cultivated land protection, explored it’s function in protecting arable land.The plight of Cultivated land protection association development is discussed. We found that the Cultivated land protection as a non-governmental organizations played an role of absorption the social strength in the protection of cultivated land farmland protection, dissolve the contradiction in land use and protection dispute, broadening the channels for farmers interests expression. But at the same time it still has some problems, such as farmers lack of awareness of Cultivated land protection association, the predicament of Cultivated land protection, the status of Cultivated land protection association informal difficulties in its organization. Combined with the existing research and the field investigation, the paper analyzes the significance of NGO in the transformation of local governance. Study found that NGO in the transformation of local governance plays a very important significance, through empowerment to the starting point of people built up a governance structure transformation, and then to the citizen participation as the foundation, under the guarantee of the government and citizen cooperation, by establishing the governance network by gradually realize the transformation of local governance structure. In general, the cultivated land protection of NGO not only in pure in the process of protecting cultivated land, but also in a wide range of local governance transformation is of great significance.
