Small and medium enterprises (SMEs) often face a variety of problems in financing, and that is more difficult for micro-enterprises. In China micro-enterprises are defined as social economic cells with an annual turnover up to 5 million RMBs and financing lack up to 1 million RMBs. M company with its online sales platform, serves e-Businesses of seldom middle-sized companies and plenty of micro-enterprises which have got an average annual turnover around 21.000 RMBs.E-Business SMEs sector plays an important role in the Chinese industry economy. The sector employs millions of people, drives the development of logistic industry and accelerates the product circulating process. However, incompatible with its rather higher function, these SMEs have been receiving unfair treatment, and that is losing the financing ability. Only 4% of the e-Business SMEs on the online sales platform of company M have registered in the Industrial & Commercial Agency; most of them are organized by one person or a small group of sales crew. That’s why they feel difficult to get a credit in the traditional financial field.In this article, a case study of M company will be carried out to demonstrate the modeling of a comprehensive credit evaluation system, which could be a module reference for the follow-up micro-credit scenarios. According to the financing difficulty of the SMEs and the wishes of the whole society and basing on the micro credit technique, some micro credit banks like Baotou Commercial Bank, have been established. Some of the SMEs really have profited from this change and got financial support while the most of the others suffer a lot under an extremely hard financial situation.Based on its online sales platform, M Company has established cooperation with several commercial banks since 2007. Its assignment covers investigating and recommending the SMEs who are eager to get financial support. But this business failed quickly after the very beginning, mainly due to lack of official balance sheets and warranty measurements. In order to support the development of the e-Business SMEs continually, M company established a micro-credit company with a registered capital-1.6 billion RMBs. And this has encouraged the e-Business SMEs a lot.The challenge, that has accompanied, is the execution of investigating and reviewing of hundreds of thousands of e-Business SMEs. High investment in labor intensity would be totally wrong. Modeling of a cost-effective reviewing system would be appreciated and only this can ensure sustainable development of the micro-credit.The credit evaluation system of small and medium e-commerce company has its p articularity with no financial statements, no on-site investigation, and more serious inf ormation asymmetry, compared with normal commercial bank. M company has only li mited information to judge the level of creditworthiness of small and medium e-comm erce company. In order to providing the final formation of the credit evaluation system for lending decisions actual basis it has to refine the limited data and information into i ndicators and calculate the importance through the hierarchical classification method.
