Analysis Of The Policy Effect Of Rejuvenating Northeast Old Industrial Bases

In 2003, the country issued the about implement the strategy of rejuvenating northeast of China, it meant the country began to revitalize the northeast old industrial base of China. The northeast old industrial base revitalization policy effect is related to national economic development strategy of advancing economic development and the formation of a new growth point So scientific evaluation of the northeast old industrial base revitalization policy effect can provide important reference advices for the strategy of rejuvenating northeast old industrial base.This article selected Liaoning, Jilin and Heilongjiang as the representative of the northeast provinces, to evaluate the effect of the revitalization of the northeast old industrial base. This article is divided into three parts, the first part is divided into three chapters. The introduction part introduces the purpose and significance of this paper, domestic and international aspects of research and research methods. The first chapter describes the theoretical basis of thesis research, it includes economic policy, evaluation methods and evaluation of regional economic policies. The second chapter introduces the development of the northeast old industrial bases and the specific content of" implement the strategy of rejuvenating northeast of China ". The second part is the main empirical part of the paper and it is divided into two chapters. The third chapter describes the selection of evaluation model and indicators of old industrial base in northeast China policy effect. First of all, according to the policy of 14 indicators selected from three northeast provinces as explanatory variables, the time quantum is from 2000 to 2014, summed up in system and mechanism innovation, economic structure adjustment, social aspects of the people’s livelihood, opening to the outside world and comprehensive economic strength,the five aspects to build on the economy policy effect evaluation index system; Secondly, it introduces and compare the policy evaluation method, and ultimately determine the principal component analysis and the fixed effect panel model. The fourth chapter is empirical analysis. Firstly, I take principal component analysis to extract from Liaoning, Jilin and Heilongjiang as principal component. I found that the principal components of three provinces are basically the same.The first principal component represent the people’s livelihood, opening to the outside world and economic strength. The second principal component represent the innovation of institutional mechanisms and the third component on behalf of the industrial structure. But there are only two principal components extracted from Jilin province. Secondly, this paper take the same principal component in place of a plurality of indicators as explanatory variables of the comprehensive evaluation, this paper takes the fixed effect panel model by using dummy variables of time to analyze the impact of policies on the revitalization of the three provinces to know whether there are regional differences among them, and differences in the effectiveness of policy effectiveness and to identify the impact factors of effect on northeast old industrial base policy. The third part is the fifth chapter of this paper, giving some policy recommendations for the revitalization of northeast old industrial base in accordance with the results of the empirical analysis of the effect on northeast old industrial base policy.
