Since the 1990s, "Three High" -high land granting scale, high land finance revenue, and high housing price -appeared in the process of local city’s economic development, which made land finance becomes the focus of public attention. In the process of land finance’s expanding, urban economic develops constantly and the city changes each passing day. In the process of urban economic development and urbanization, land finance produces a significant role. However, over recent years, a series economic and social problems have appeared, because of local governments’ excessive dependence on land finance and the unreasonable land finance expenditure structure which emphasis on economic development. Land finance has become an important factor affecting the long-term stable operation of the regional economy and social stability.On the basis of tracking the development process of land finance, this article reveal the historical trajectory and inner logic of the evolution of land finance. Through the analysis of land finance’s revenue and expenditure structure characteristic and the relationship between land finance’s revenue and expenditure and local fiscal revenue and expenditure, explain the positive effect and problems that land finance has in the local economic and social development and urbanization. Based on modern financial theory, analyzing the positive and negative effect of land finance. Pointing out that a variety of negative effects generated because of land finance’s positioning error. Finally, relocating land finance from he perspective of fiscal sociology, and trying to give countermeasures to eliminate land finance’s negative effects and suggestions for deepening the land and tax system reform.
