Research On The Problems Of Financial Huinong Funds Management And Countermeasures In Zhucheng City

"Three agriculture" refers to agriculture, rural area and farmer. "Three agricultural" problems currently have become major problems in China’s economic and social development and modernization. To solve "three agriculture" problems are imperative.In recent years, support to agriculture and benefit farmers are increasing. Our country has issued a series of subsidies, invested a lot of funds supporting agriculture and giving favorable treatment. These funds have playing an important role in enhancing agricultural development capacity, improving rural infrastructure, increasing farmers’income.At the same time, there are a lot of problems in the process of managing funds. These problems directly affect the results of using agricultural funds, and affect the implementation of agricultural policies, and even affect the prestige of the party and the Government.Fiscal preferential policies and financial agricultural fund is an important means to support agricultural development, to solve the problems of agriculture. Financial agricultural fund management is an important part of fiscal preferential policies setting goals. Take Zhucheng fiscal financial agricultural fund management as object, this paper study the related issues. Methods are using in this research, such as theoretical analysis, case studies and comparative analysis. This study is dedicated to manage and make good use of the-related funds, improve capital efficiency, promote the development of Zhucheng rural economy. After researching, this paper draws some conclusions.Besides the introduction, this paper contains four elements.The first part of this paper discusses the important role of finance in solving zhucheng "three agricultural" problems, including finance for agriculture, rural areas and farmer.The second part discusses the status and effectiveness of Zhucheng huinong funds management.In terms of actual delivery, most financial agricultural fund can be put in place. Zhucheng Department of Finance unifies financial agricultural fund management in accordance with the policies, identify objects, uniform approach. After years of practice, financial agricultural fund management has made great achievements, mainly to carry out the distribution process standardization, to promote agricultural growth and farmers’ income, to power of Zhucheng coordinated development.The third part discusses the existing problems and reasons of Zhucheng huinong funds management. The feedback system is missing.The fourth part discusses countermeasures.To solve the above problems, Zhucheng city of huinong funds management needs the following measures.
