Tobacco industrialization is the important strategy choice to improve the quality of tobacco and tobacco security,to realize the development goal of China’s tobacco industry "twelfth five-year".At present,tobacco planting has been listed as the advantage agricultural industry of GuangDong province, speeding up the development of tobacco industry is helpful for increasing farmers’income, the financial tax increases, the enterprise efficiency, and it is is of great significance for increasing farmers’employment, promoting economic development. This paper, based on the theory and practice of tobacco industrialization, at home and abroad, analysis the specific mode of tobacco industrialization development, favorable conditions and restricting factors, and finally put forward the guarantee mechanism and specific measures to accelerate the development of tobacco industrialization.The conclusions are as follows:(1) The climate condition, the water resources, cultivated land resources and soil fertility conditions of Nan Xiong is suitable for the producing high quality tobacco leaves, and the market space is broad Therefore,tobacco planting industry of Nan Xiong can grow up to be advantage dominant industry, industrialization development strategy can be implemented. (2) Major factors which restricted the development of tobacco industrialization are: planting scale is small, the foundation of a sustainable is weak; production organization pattern needs to be innovated; production management and technical service promotion work are lagged behind; Production infrastructure is poor; Basic research strength is weak, technology innovation ability is insufficient, etc.Tobacco planting industrialization requires good institutional guarantee: establish reasonable price system of tobacco leaf; set up and improve the tobacco leaf production input mechanism; establish tobacco leaf production risk safeguard mechanism; set up tobacco scientific research system, improve the level of tobacco leaf production scientific research; Science and technology of the technician and tobacco farmers to establish training system, etc.; the paper puts forward the following measures:First, retrofit the dry slope land to suitable for vega, to create the scale planting conditions; the Second, perfect the tobacco growing service system, increase the degree of specialization of production; the Third, improve agricultural production infrastructure; Fourth, innovate and improve the production organization form; Fifth, improve quality key production technology of tobacco; Sixth, construct the new tobacco raw material guarantee system; Seventh, strengthen the leadership team construction, attache great importance to the organization and management.
