Research On Measurement And Evaluation Of Regional Inclusive Innovation Capacity

China’s long-term existence of dual social and economic structure, the unbalanced between urban and rural areas, industry and agriculture and regional development lead to the development of inclusive development in China is more specific, so that how to make the BOP groups to achieve equality and fair participation is a major problem to be solved at present. Inclusive innovation can alleviate poverty in the process of creating economic value through innovative approaches and businesss models.To establish a set of evaluation index of regional inclusive innovation development level, it is helpful to measure and analyze the spatial difference and temporal dynamics of the regional inclusive innovation, so as to identify some of the key factors, which can provide strong support for the formulation, implementation and supervision of the follow-up policy.This paper first analyzes the concept and characteristics of inclusive innovation, anduses the logical framework method to select primary index. Through correlation analysis, discrimination analysis and regression analysis to screen the primary indicator, eventually built the inclusive innovation system index which including four dimensions and 21 indicators. The four dimensions are the needs of low-income groups, product or service can be obtained and burden, improve the welfare level and the inclusiveinnovation system.Then the TOPSIS method, factor analysis method and gray correlation coefficient method were used to measure the regional inclusive innovation performance, and make reliability analysis of three results. The results show that these three methods have a high degree of consistency. And the three methods’ comprehensive reliability is the highest, so take the comprehensive evaluation method based on the reliability analysis to evaluate the 30 provinces’ inclusive innovation performance. Finally, using cluster analysis method to make the empirical analysis of regional differences, the results showed that the level of regional inclusive inno vation has an obvious heterogeneity, the thirty provinces can be roughly divided into three categories, and the inclusive innovation level is gradually reduced from east to West. Based on the above analysis, and combined with china’s current barriers in inclusive innovation, this paper try to put forward some useful policy recommendations.
