As is known to all, the 21st century is the era of knowledge economy. Human resources will become an important source for enterprises to gain competitive advantage, and an excellent enterprise is often reflected by its own first-class talents, thus how to attract first-class talents is the main concern of decision-makers. According to the survey, compensation which is closely related to employees’ interests is the vital job purpose to employees in almost all job classification. Therefore, that enterprises’ compensation system is reasonable or not directly affects the status of human resources.Since the reform and opening, China’s small and medium-sized enterprises (SMEs) with rapid development have contributed a great deal of power to the high-speed economic growth and been the main force of local enterprises. However, in the process of its growing, a lot of practical problems are exposed. Especially,enterprise human resource management lacks advanced ideals and methods and the compensation system with limited incentive effect is imperfect, which is difficult to attract first-class talents. So it is crucial to build a competitive and incentive compensation system among SMEs.This paper selects company JTM as the representative of small enterprise to study the compensation system design based on performance management. With the study theme, first of all it combs the theoretical results associated with the performance management, compensation incentives and design, as the theoretical basis of this compensation system design. Then it analyses the human resource situation in JTM, especially the problems existing in the performance management and compensation. Then it builds the JTM’s performance appraisal system based on the explicit performance management principle, and the performance evaluation results as a basis for performance-based compensation. According general idea of the compensation system design, this paper redesigns JTM’s compensation system after completing the job analysis and value assessment, performance appraisal and other infrastructure work. The content of compensation system includes incentive compensation structure,competitive compensation levels, and compensation grade design. Finally, it analysis the trouble which the implementation of the compensation system based on performance management might encounter, and put forward several targeted protection measures.this paper uses case study method to study compensation system design in order to guide the the JTM company performance and compensation system reform, also wants to give a certain reference for similar enterprises.
