At present, China is in the "new normal" stage, a major period of strategic opportunity that the growth rate is in shift, structural adjustment is in pain, previous stimulating policy is in digestion. As the economic central city of the northern China, Tianjin should have been clearly realized the demand of economic restructuring and transformation and upgrading, en-hanced strategic basis of multinational R&D, complementary advantages and industrial ag-glomeration, and seized the height where Beijing, Tianjin and Hebei jointly developed, Binhai New Area opened and innovation drove development. Also, it should have deepen the stra-tegical reform of multinational investment-management system, monitoring system and ser-vice system, for the purpose of creating the Tianjin Science and Technology Development and international investment and advanced high-quality environment and Tianjin talent de-velopment and sustainable social and economic upgrading situation.With the improvement of the investment environment of Tianjin and deepening of eco-nomic reforms, Tianjin has made gratifying achievements by using their investments to pro-mote healthy and sustainable development of the regional economy, as an important part of open project. However, with the rapid changes in the global economic environment, industrial regulatory on national macroeconomic policies, as well as re-position of the national economy and social development in Tianjin, abnormal divestment of multinational corporations in Tianjin have exert a profound impact on employment, economy, finance, industrial develop-ment, international payments and foreign investment utilization. How to face this economic phenomenon, and to take effective measures for its surveillance, early warning and control, have been the problems which have been placed in front of the Tianjin government.According to the current situation of abnormal disinvestment made by multinational cor-porations in Tianjin and with the help of relevant theory at home and abroad this article concl-udes and summarizes the relevant elements of multinational corporations’abnormal disinvest-ment by means of data analysis. And then, it explores the scientific, reasonable, sustainable p-olicies and suggestions to prevent abnormal disinvestment in Tianjin, to improve the investm-ent quality of multinational corporations in Tianjin and to strengthen monitoring the mobility of foreign capitals.
