Economic Responsibility Auditing Research In Chinese Construction Of Administrative Accountability System

Economic responsibility audit is the main way of the administrative oversight of the normalization and accountability under the current system of party and government leaders to fulfill economic power. On the one hand, Chinese economic responsibility audit with the audit and supervision department’s unremitting efforts, has made remarkable achievements and has accumulated much practical experience. Meanwhile, with the continuous development of our economy and society, the community and organizations pay more attention to economic responsibility of leading cadres. On the other hand, there are many problems that exist in the exercise of power for the current leading cadres, which shows the contradictions in the economic operation of power, resources and state-owned asset disposal and the importance that it need to use more scientific and effective ways to solve the fundamental problem. Because the social attention level for economic responsibility audit has improved, we need to continue to explore and improve the theory of economic responsibility auditing on the basis of practice, and analyze the causes and make recommendations to promote the leading cadres to keep discipline, regulatory compliance, and to make sure that it is safe about economic operation and the exercise of power,and then solve the system of rules to implement the operating level issues.Overall, the paper is mainly based on the standardized research methods and on the relevance between the administrative accountability system construction and the economic responsibility audit, and combined with the current development of Chinese administrative accountability system to discuss economic construction responsibility auditing problems and improvement measures under the background of the administrative accountability system. Because the status of the current economic responsibility audit in the administrative accountability system is still not very clear, this article will first clear economic responsibility audit role and has significance in the administrative accountability system, and base on the correlation between economic responsibility audit and administrative accountability system to analysis the economic responsibility audit problems in the administrative accountability system and propose recommendations to improve, in order to accelerate the process of administrative accountability system’s construction, and constantly promote and facilitate our system of responsible government to build on this basis.This paper is divided into seven parts.The first part is an introduction, which mainly introduces the research background and significance, research methods and writing ideas and literature review at home and abroad. The second part is an overview of the administrative accountability system and the economic responsibility audit, The third part is to review the historical development of economic responsibility audit of administrative accountability system. The fourth part is to express economic responsibility audit function in the administrative accountability system, and the fifth part is the analysis of the present main problem of economic responsibility audit in the administrative accountability system.The sixth part is to explore a number of measures to improve economic responsibility audit of the administrative accountability system, and the seventh part is the conclusion.
