After more than 30 year’s reform and opening up, China has got a rapid economic development, and has grown into the world’s second largest economy. Behind the rapid economic growth, there are more and more serious environmental problems and increasingly energy consumption. The serious environmental problem has affected people’s daily life and the extensive mode of economic growth has also restricted the sustainable development of economy and society in our country. The Chinese government is facing a serious energy and environment situation.Improving energy efficiency and environment efficiency is an important way to against the energy crisis and environmental pollution. Therefore, it is necessary for China’s energy efficiency and environment efficiency evaluation. In addition, since different regions in China are geographically different, they have different modes of economic growth and energy consumption structure, and policies on energy conservation and environmental protection for them are also not the same. This complexity motivates energy and environmental performance evaluation across different regions in China, which can serve as an empirical basis for government leaders and policy makers in preparing environment and energy policies.Data envelopment analysis (DEA) is a classical method of relative efficiency evaluation. In this paper, we first introduce the DEA method, then propose the M-SBM model which is suitable for energy saving and emission reduction efficiency evaluation in our country. We also give the corresponding empirical analysis. Then, by introducing the network DEA model, our country economic system is further decomposed into two stages, namely production and pollution treatment. We evaluate the production process, pollution treatment process and the overall efficiency of energy conservation and emissions reduction. Through the analysis of the evaluation results, we find out the problems existing in the various regions in China during energy conservation and emissions reduction process. We also analyze the change of energy conservation and emissions reduction efficiency in our country various areas (the eastern, central and western area) over the years. The empirical results show that during the eleventh "five-years plan", integrated efficiency of energy saving and emission reduction of China is relatively stable and the pollution treatment efficiency maintains a rising trend. Eastern China has the best energy saving and emission reduction efficiency, which is better than western and central China. The efficiency of the production process in central China is better than that in western China while the western area performs better than the central area in term of treatment efficiency.For the problems in different provinces and regions, this paper further puts forward the corresponding improvement paths and policy suggestions. The research results in this study also play an important role in promoting the efficiency improvement in energy conservation and emissions reduction and the implementation of environmental protection strategy.
