Protection of ecology and environment has become a hotspot arousing widespread concerns from all walks of life, because the safety and survival of the civilians is under the theater from the continuous deterioration of natural environment and the increasingly prominent ecological problems. The importance of harmonizing well the relationship between ecological protection and economic construction was emphasized by the thesis about both of getting the gold and silver mines and protecting the blue hills and green streams, proposed by the current President Xi Jinping, and the emphasis on the ecological civilization construction in the "National Plan on New Urbanization". However, the mode of economic growth in China nowadays is based on factor inputs, bringing about land resources supply and demand prominent contradiction and threatening state land security. As the carrier of terrestrial ecosystems, unreasonable use patterns of land resource have a negative effect on spatial distribution pattern and service function of various ecosystems and the discordance between economic development and ecological environment. In addition, the original method of land use optimal allocation by overlaying thematic maps is workload-intensive and easily influenced by subjective preferences of planning workers, though simple and feasible, so the pattern already wasn’t unable to meet the needs of current development. For these reasons, the urgent and key problem to study and solve in current research area of the optimal allocation of land use is how to always adhere to the concept of ecological civilization, base in the green development, the circulation development and the low-carbon development, rationally analyze the distribution and relationship between supply and demand of land resources, take a full consideration of the likely impact on ecological environment by transformation of land use pattern, stick out the important position of ecological benefits and establish a relatively objective and fair model of optimization configuration in order to achieve scientific and reasonable configuration and sustainable utilization of land resources in quality and layout, and to facilitate the organic combination of society, economics, ecology and environment.That the valuation of ecosystem services function transforms invisible ecological contribution to concrete value form is beneficial to quantitative description of regional eco-environmental conservation, thus providing a measure for making overall arrangements on the structure and layout of land use and systematically improving ecological environment construction. The multi-objective model can combine all requirements of decision-makers in a mathematic function and solve it, which meets the demand of integrated multi-stakeholder for optimal allocation of land use. The particle swarm optimization algorithm with information sharing mechanism at the core realizes optimization search by the inter-group competition and collaboration among particles, and it’s appropriate for figuring out complicated multi-objective optimization problem with many objective functions, multi-variables, ambiguous targets or invalid conventional approaches by virtue of the inherent parallel mechanism and characteristic of global optimization.This paper took the area including Xinbei district, Wujing district, Jintan district, Liyang city of Changzhou in Jiangsu Province as the studied area, integrated multi-source data about land use, remote sensing images, planning materials and socioeconomic statistics, and built the model of land use optimization allocation with adjustment of quantitative structure and optimal special allocation in integral whole, under the support of relevant basic principles and methods of valuation of ecosystem services function, multi-objective model and the PSO algorithm. The main research contents and conclusions of this paper were as follows.(1) The valuation and analysis of ecosystem service functionsBy giving a review of domestic and foreign literature that related to valuation of ecosystem services, the habitation ecosystem and the industrial ecosystem are innovatively added in the classification system of various ecosystems, using to characterize the influence on diverse ecosystem service functions caused by human activities. The valuation of ecosystem service functions was estimated by the market comparison approach and the cost approximation method, and making use of the sensitivity index analyzed and assessed the value coefficients. The grey correlation model and the method of calculating geographical centers of gravity were used to explore the coupling relationship between land-use change and value of ecosystem service functions.(2) The construction of multi-objective model about land useThe multi-objective model about land use allocation was collectively constructed by building a composite function based on value of ecosystem service functions maximization, land-use suitability maximization, special cluster degree maximization and land conversion cost minimization, and setting up the constraints about quantitative structure of land use from policy guidance and trend forecast, in order to provide calculation basis of fitness value and constraint rules for subsequent iteration of PSO algorithm. And with the help of GIS and RS technology, the suitability analysis of each of land use in the global scope provided research basis to the utilization of object functions.(3) The land use optimization allocation based on MO-PSO modelOn the basis of the multi-objective model about land use, this paper with the combination of the PSO algorithm improved the coding scheme and set up targeted parameters for fixed unit of land use, basic setting and initialization, sequentially constructed the optimal allocation model which match traits of land use. And the comparative analysis of allocation strategies on implementation of objective functions, transformation of quantitative structure, landscape pattern and ecological justice verified the feasibility of MO-PSO model in the field of land use optimization allocation.The results showed some conclusions as follows. (1) The coefficients of value of ecosystem service from this current study passed the sensitivity test, which proved that they were genuine and believable and were appropriate for the study area. (2) The coupling relationship between the regional ecosystem service value and the changes of land use suggested that spatial distribution of land use for wetland ecosystem had remarkable effects on the layout of ecosystem service value. (3) The fragmentation degree of the same type of land use was enhanced, but the regional value of ecosystem service increased somewhat while the superiority degree of wetland ecosystem always remained at a high level.And the edge effect of space layout became more significant especially with more fair distribution of ecological service value, which not only promoted the circulation of material and energy among ecological systems, but was also conducive to ease the burden of ecological compensation. Likewise, the results revealed that there were parts of land resource available for development and utilization by transformation of rural residential area and reclamation of abandoned industrial and mining land. In all, these conclusions verified the feasibility of MO-PSO model in the field of land use optimization allocation.
