Research On The Transformation Of The Shantytowns Alteration Modes In China

Since the reform and opening up, urbanization construction in China has made great progress, and the city size is constantly expanding. But with the acceleration of urbanization, as a gathering place for vulnerable groups in cities, it’s difficult for shantytowns to enjoy the high-quality public services; especially in the “people-oriented” new urbanization background, the shantytowns deepen the internal contradictions of urban dual structure, and it isn’t conductive to build a harmonious society. Since 2008, the shantytowns alteration has been included in affordable housing projects, a massive shantytowns alteration has been all over the country; by the end of 2014, more than 2080 million shantytowns have been transformed, and the milestones is more significant. As a stronger welfare infrastructure project, the shantytowns alteration is mainly dominated by the government, over the years, the alteration funds is mainly from financial income; with the expanding massive of shantytowns alteration, the amount of changing funds is also increasing, so the short of funds has become the important factor for the shantytowns. Especially with the cancellation of the government financing platform, the pressure of the government debt is increasing, in order to relieve the pressure and to improve the efficiency and service levels of public goods or services supplying, in 2014 the government puts forward PPP model to encourage social capital to participate in the public sector, and clearly pointed out that PPP mode can be incorporated in the shantytowns alteration. This paper mainly studies the modes of the shantytowns alteration, the research ideas are as follows: 1. simply define the concept of the shantytowns and PPP mode, based on this, summary several important theoretical basis of the paper, mainly including the Supply of Public Goods Theory, New Public Management Theory and the Evolutionary Game Theory; 2. analyze the shantytowns’ attribute, getting a conclusion that it belongs to quasi-public goods, then it’s helpful to classify the modes of the shantytowns alteration, on the basis of the related quasi-public goods theory, getting a conclusion that the government-round alteration mode should turn to PPP mode; 3. use the evolutionary game model to prove the possibilities and constraints of the modes transformation, further confirm that PPP mode is the evolutionary stable mode; 4. combine the policy evolution to longitudinally analyze the changing course of alteration modes transformation, then to summarize the causes, and put up a series of targeted policy recommendations to promote the transformation of the shantytowns alteration modes.
