Research On Pilot Problems Of Confirmation Of Rural Contracted Land Use Rights In The Northwest Of Eastern Guangdong

The land policy relates to the vital interests of thousands of farmers. The policy formulation and implementation will have important influence on the current society from various aspects. Under the background that 22 provinces and districts in China have carried out the “whole province promotion” concerning the confirmation and issuance of certificates of the rural contracted land use rights, this paper conducted investigation on the pilot area with confirmation of rights in the northwest of Eastern Guangdong to know about the understanding and recognition degree of grassroots farmers concerning the confirmation and issuance of certificates of the rural contracted land use rights as well as its implementation situation by adopting the questionnaire survey, depth interview and consulting relevant data and literature etc,which not only has important significance in the implementation of confirmation of rights, but provides reference information for the land policy formulation and implementation in the future. This paper analyzed the emerging problems in the process of issuance of certificate in the pilot area concerning the confirmation of rural land contracted land use rights in the northwest of Eastern Guangdong by introducing the confirmation and issuance of certificate of rural collective land and reviewing the specific situation and effect of two land contracting right adjustments in the history. Further, this paper put forward the corresponding suggestions concerning the confirmation and issuance of certificate of rural contracted land use rights in the northwest of Eastern Guangdong by learning from the successful experience of Henan, Hubei and Shanxi provinces on the “whole promotion” of confirmation and issuance of certificate of rural contracted land use rights. The suggestions are as follows: ascertain the necessity of confirmation of rural contracted land use rights; improve the land proceedings; deal with the land disputes properly;strengthen the training efforts of grass-roots cadres and propagate method; ascertain the long-term competence of land contracting management; guarantee the technology and capital in the process of confirmation of land right; accelerate the construction of rural land circulation supporting service platform.
