The Study On The Strategy Of Hunan Province "Smart Countryside Project"

The informationization has been developed to more wisdom, more intelligence stage, and more deep into the country and city management. Developed countries and regions have launched a "smart city" strategic planning and construction. In 2012, the Hunan Provincial People’s government and China Telecom Corporation signed a strategic cooperation agreement to build a "smart city", aimed at building a more thorough perception, a full range of Internet, highly intelligent wisdom city groups in Hunan province. Basing on the specific situation of the Hunan province "big agricultural province", the author propose to build "smart countryside project" in Hunan provinceThis thesis study on the development of informatization, rural informatization, reform of Hunan rural informatization in recent years, and resach the experience in the implementation of rural informatization at home and abroad, by means of the literature research method, case analysis method, public product theory analysis method, SWOT strategy analysis method, and finally recommend strategic significance, strategic plan and implementation solution.This thesis is divided into five chapters, the first chapter introduces the background, purpose and significance of this paper, reviewed the literature at home and abroad. The second and the third chapters introduce the concept and theory, combing the current situation and problems, make SWOT analysis. The fourth and the fifth chapters recommend solutions.The public goods created by the "Hunan smart countryside ptoject" bring benefits to the countryside, agriculture and farmers. The implementation of this project can quickly realize the ’great leap forward’,’mutation’ type of development and upgrade intelligence, integrated to solve the ’three rural issues’ in Hunan province. But this project is still in the initial stage of implementation for the time being, which needs the government departments to lead into a higher stage of development, by means of strategic planing, step-by-step implementation, cross sectoral cooperation, integration of resources allocation, integrated platform,etc.
