Research On The Operation Mechanism Of College Students Medical Insurance System In Shanghai

There are three major medical insurances: urban residents medical insurance, basic medical insurance for urban workers, and the new rural cooperative medical care system,which contain the employed staff and workers in cities and towns, the town of minors and no job residents and rural residents. Our country has already made a regulation improved gradually for their early medical insurance, but it was not until in 2008 the state council issued relevant documents to care the college students who are really needed to pay attention. The documents have regulated that the college students should be included into urban residents medical treatment insurance. And according to the requirements of the state council, many relevant specific policies have been formulated by every province and city,which has greatly changed the college students’ medical insurance system and made the country’s universal health care system to achieve a broad coverage.The high level of economic development in Shanghai, makes its medical insurance be supported by the finance power. From 2007, Shanghai took first to regard college students as the insured of the medical insurance for urban residents, which set up a unique style of Shanghai medical insurance system for college students. So far, the system has been implemented for nearly 8 years, In recent years, the system has played an importantrole in securing the college students’ health, reducing the medical costs of college students,and making college students’ ability to resist risks increased greatly. However, there still remains some related problems in the operation mechanism of the system, so it’s necessary to study the operation mechanism of the system to keep its sustainability.In this paper, to analyze the operation mechanism of the system, some college students’ medical insurance questionnaires done in Shanghai Songjiang university park have been taken as the demonstration, statistical theory research methods and some relevant information also have been considered. On the one hand, to improve the operating mechanism of Shanghai medical insurance system, we consult many foreign documents to formulate the relevant policies. On the other hand, as a modern metropolis, Shanghai’s experience plays an exemplary role in perfecting the system of operation mechanism of strategy for the national college students’ medical insurance, and solving the problem of social security.
