Research On The Cooperative Structures And Motivations In Science And Technology Innovation Among Local Governments Of Chengdu Economic Zone

Innovation is an important force for the development of a country and nation, and it is also an important force to promote the development of human society as a whole.For this reason, the Central Party Committee and the State Council have offered to implement the important strategic decision such as “Innovation-oriented Country” and “Made in China 2025”. Moreover,in the latest introduction of the “13th Five-Year” Plan, Strategy of Innovation-driven Development is one of the “top 14” strategy Submitted by the General Secretary XI Jinping during the “13th Five-Year” Plan. The introduction of a series of major strategic decisions put forward the practical requirements on how to improve the science and technology innovation as the core support, change the way of development for local Government.The continuous evolution of competition and cooperation pattern is a new trend of regional development in the world today. Over the past 30 years, the cooperation between local governments from the field of purely economic cooperation to environmental protection, energy, infrastructure and science and technology innovation and other fields. From the national perspective, China is experiencing the transition from the “administrative region economy” to “economic zone economy” and emerge out of a number of economic areas and urban agglomerations, represented as the Yangtze River Delta, Pearl River Delta. In the framework of economic area and urban agglomeration, the local government of China have established a series of different levels of cooperation and coordination mechanisms in the field of environmental governance, infrastructure and other public services, which laid a certain amount of experience for cooperation in the field of science and technology.The paper based on the framework theory of ICA(Institution collective action) and Core-periphery Theory, Social Network Theory, through the comprehensive use of using social network analysis, discourse analysis, grounded theory, case analysis, document analysis and other research methods to solve the research problem. Firstly, By referring to the text coding method of the Intergovernmental Agreements to analyze the characteristics of the structure of scientific and technology innovation cooperation among local governments in order to analyze the structural characteristics of science and technology innovation cooperation among local governments. Combined with the use of social network analysis method, to analyze the network structure of the eight local governments in Chengdu economic zone which participated in the intergovernmental agreement of regional science and technology innovation cooperation, and then revalidate it. Secondly, in order to explore the motivation of local government participate in science and technology innovation cooperation, the paper try to deconstruction public policy discourse text of science and technology innovation cooperation among local governments in Chengdu Economic Zone and analyse the complex motivations behind the participation in science and technology innovation cooperation among local governments.Finaly, collecting and sorting many cases of science and technology innovation cooperation among local goverments in the core-edge region in Chengdu Economic Zone before the integration of science and technology innovation cooperation to verify the complex motivation by the discourse analysis.The innovation of this paper lies in: Firstly, in order to analyze the relationship between local government actors and the level of economic and social development,on the basis of referring to the relevant research on the intergovernmental agreements of foreign countries, the paper attempt to establish an analytical approach to the scientific and technological innovation cooperation among local governments by using text encoding and methods of social network analysis. Secondly, the research method of grounded theory and discourse analysis is referenced to the study of science and technology innovation cooperation among local government. The paper try to deconstruction public policy discourse text of science and technology innovation cooperation among local governments and analyse the complex motivations behind the participation in science and technology innovation cooperation among local governments in Chengdu economic region by means of grounded theory and discourse analysis, and then provide reasonable verification. Thus, the research built a valid explanation framework for science and technology innovation cooperation among local governments.
