One of the effective ways is to build a strategic performance management system based on the balanced scorecard, this way can improve the commercial bank management pattern, strengthen risk management and enhance core competitiveness.The performance evaluation of commercial banks is important basis of employee performance bonus distribution,the assessment results will directly affect employees work attitude and behavior.If the inspection mechanism can’t reasonable setting, it will affect the enthusiasm of staff, even lead to employee turnover, the brain drain, and reduce the enterprise value. Among the commercial bank employees, the counter staff is an important part. Their attitude toward work is closely related to internal cohesion and competitiveness of state-owned commercial Banks, maybe even can affect the business objective, which is of great significance to maximize the enterprise value.Everbright bank’s of S branch have been introduced of the balanced scorecard in performance evaluation scheme in management, marketing personnel, receiving the good effect. But recent years,with the unceasing change of commercial bank management pattern,teller transformation is imminent, Everbright bank’s of S branch undertook to marketing the concept of integrated teller transformation,exploring performance appraisal system of line counter staff continuously. In this paper, starting from the strategic goal of Everbright bank’s of S branch,referencing the experience of the counter staff performance appraisal program design at home and abroad, contacting the actual condition of Everbright Bank of S branch, studying how to introduce the balanced scorecard as part of the counter staff performance appraisal,optimizing design for the current Everbright bank of S branch counter staff performance appraisal scheme.This article applies the method of normative research,analyzing the performance management and the connotation of the balanced scorecard theoretically,the process, method of performance management,the framework of balanced score card, etc. Through the analysis of the balanced scorecard in the commercial bank counter staff performance appraisal application advantages, adopting the method of special survey, researching Everbright Bank of S branch strategic themes and architecture, the status quo and the present status of the performance counter staff, find out the problems existing in the assessment of the existed system, and analyzing the causes of the problem. Finally, introducing the balanced scorecard in Everbright bank of S branch counter staff performance appraisal scheme, optimizing the original scheme.Through the above study, we can reach the main conclusion, to introduce the balanced scorecard in Everbright Bank of S branch counter staff performance appraisal program design, setting specific indicators in financial, customer, internal process, learning and growth, making the Everbright Bank of S branch counter staff performance appraisal plan more comprehensive, scientific, fair and reasonable, fully reflecting the distribution according to work, promoting the staff work initiative and enthusiasm, expecting to help and support the transformation of Everbight Bank of S branch. But at the same time, we can see the shortcomings of the scheme in the process of implementation, part of the indices are difficult, the assessment results are still focus on results, and so on. All of these are the need to gradually improve in the future.
