The reformation of Chinese economy system was starting from 1978, and it has achieved many extraordinary results. However, there are still have some questions until now, including the market segmentation. Under the planned economy system, commodity allocation is totally depending on Chinese government. So, the mobility of commodity is not freedom. With the development of reformation, planned economy system is replaced by market economy system step by step and a unified market system is establishing. However, market segmentation still influences the market, and the mobility of commodity is restrained. There is no doubt that retail chain stores are the one which need unified market system eagerly, but also are affected by market segmentation seriously. Thus, this paper focuses on whether or not the market segmentation restrains the development of retail chain stores.Firstly, this paper analyses in theory why the market segmentation influences the development of retail chain stores. Secondly, we will discuss the construction of market segmentation. Finally, we use the macroeconomic data in provinces’ level to prove market segmentation influences the development of retail chain stores.The most important empirical results indicate that, market segmentation actually restrains the development of retail chain stores, which means market segmentation restrains the mobility of commodity, so retail chain stores’ development in different area is difficult. Thus, if the government wants to improve the market economy system, it is important decreasing the market segmentation. In other words, it has to solve the problem of local protection. Meanwhile, the discussion about state-own with private enterprises, and chain store with franchise, gives us some results that state-own retail chain stores need transform quickly and franchise of chain may reduce the influence of market segmentation. These results also give our government some advices to solve the problem of segmentation.
