Pharmaceutical manufacturing industry occupies an important position in the development of national economy, the pharmaceutical products is the necessity of human defense diseases, related to the health of many people. Pharmaceutical manufacturing industry is a technology-intensive industry, technological innovation capability is the core competitiveness.At present, our medicine manufacturing industry is still very backward in technology, equipment and management, low ability to research and develop new drugs, products with low technological content and homogenization phenomenon is serious.In order to realize the healthy and continuous development of our medicine manufacturing, from "pharmaceutical giants" to "pharmaceutical powers", we must attach importance to technological innovation. Although the innovation ability and innovation efficiency is growing in our country, but what is the difference of technological innovation ability in different areas, provinces and industry? What is the difference output between different regions under the limited technological innovation input? These issues are worthy of attention and discussion. This paper is to solve these problems, and make a comprehensive research on technological innovation capability and efficiency of our pharmaceutical industry.Firstly, this paper reviewed the technology innovation theory of pharmaceutical manufacturing industry and the domestic and foreign related research systematically, analysied the factors of influencing technology innovation, and the current situation of the pharmaceutical manufacturing technology innovation of our country.on this basis, the pharmaceutical manufacturing technology innovation performance evaluation index system is established. Then use time-series global factor analysis method to evaluate the technology innovation ability from 1995 to 2014 in regions, provinces and cities. And then use DEA model to measure innovation efficiency of our country medicine manufacturing in different regions, provinces and cities in 2012.Then using the Malmquist index based on DEA model to analysis technical innovation efficiency of our pharmaceutical manufacturing from 1995 to 2014. Finally, give the proposal of improving the efficiency and ability of the pharmaceutical industry.Through the research, we can find that the technological innovation capability of China’s pharmaceutical manufacturing industry has been continuously enhanced, and the efficiency has been improved from 1995 to 2014. From the three regions, the technology innovation ability of eastern area is the strongest, and the enhance of the efficiency is fastest. Look from 23 provinces, the technology innovation ability of Jiangsu, Zhejiang, Shandong, Guangdong, Tianjin, Shanghai is stronger. From the perspective of architectural industry, the technological innovation capability of chemical manufacturing industry is the strongest.
