Research On The Administration System Of The State Taxation Bureau Of Wulian County Based On Total Quality Management

Comprehensive promoting the modernization of national governance systems and governance capacity is a major strategic plan of the party and the country. Tax is the important foundation and core content of the national governance system, the tax modernization is the important part of the national governance system and governance capacity. Tax system as the important part of government function, to strengthen internal administration, improve administrative efficiency, is the important foundation and the key to realize the modernization of tax. Based on the tax authorities at the grass-roots level as the research object, based on the theory of total quality management, to build perfect the administrative management system of the tax system has carried on the thorough exploration and research.By using the methods of literature research, comparative study and case study, this paper analyzes the present situation and existing problems of the administrative management of the tax department, and puts forward the necessity of constructing the administrative system based on total quality management.Taking the State Taxation Bureau of Wulian County as the object of study, it shows the practice of improving the administrative management system based on the theory of total quality management. Empirical research shows that:the State Taxation Bureau of Wulian County through the use of total quality management theory, has constructed the administrative mechanism, research method, administrative operation developed administrative operation platform and has achieved some results. But there are still some problems, such as: the lack of an overall framework of scientific and effective methods of operation, there are not enough system, strong randomness, quality and efficiency is not high, the problem of poor satisfaction in the implementation.Based on the theory of total quality management, this paper learns from the successful experience of domestic and foreign government agencies, to strengthen top-level design and details management, pays attention to the construction and operation mechanism, strengthening method research and technical support, to grass-roots tax authorities based on total quality management, administrative management system construction and improve proposed countermeasures and suggestions, provide the model and the reference. The results showed that: construction of grass-roots tax authorities based on total quality management system of administration must be combining the practice of total quality management and grass-roots tax department administration. From the five dimensions of idea, system, mechanism, methods and measures, improve the comprehensive quality management, administrative management system optimization.First is to clear the way of thinking. According to the around the center, serve the overall situation, people-oriented, stimulate the vitality of the, balanced and orderly progress, adjust measures to local conditions, to enhance the focus of the concept to construct scientific, rigorous, efficient administrative management system.Two is to improve the system. Three is to optimize the mechanism.
