Research On Hebei Province Expressway Management In The View Of Beijing-Tianjin-Hebei Traffic Integration

With Beijing-Tianjin-Hebei collaborative development has risen to be a national strategy, the pace of Beijing-Tianjin-Hebei traffic integration becomes more and more urgent. Hebei Province is in the North China Plain, east near the Bohai Sea, the west relies on the Taihang Mountain, north near the Yan Mountain, around Beijing and Tianjin. It is the key point in transportation integration progress. It is not only urgent for the central government and Hebei government,but also a major issue for academics,to study Hebei province expressway manageent in the view of Beijing-Tianjin-Hebei traffic integration. The theme of this paper is countermeasures analysis of Hebei province expressway management in order to explore the direction and measures of Hebei province expressway development in coordination. The paper holds ideas of innovation, coordination, green, openness and sharing,and makes suggestion on further development of Hebei province expressway management basing on new public management theory,new public service theory, synergetic theory and network development theory, combining the new situation and task of Hebei province and absorbing advanced experience of foreign regional highway management.This paper includes five chapters.Chapter one explains the research background and significance, and analyses domestic and foreign research status and limitation of existing research and future research direction.Chapter two explains the main concepts and relative theoretical basis which both are the foundation to do well this research.Chapter three mainly analyses the status quo of Hebei Province expressway management in the background of Beijing-Tianjin-Hebei traffic integration and summarizes the measures taken by Hebei Province expressway in order to realize the cooperative development of Beijing-Tianjin-Hebei expressway. This chapter points out the shortage and dilemma of these measures and explores the reasons deeply.Chpter four introduces the experience in Japan, France and US where the expressway management is mature and thorough. These countries have already explored a road of expressway development which is suitable for their national conditions at each specific time. Especially, they do excellently in the government guidance, laws and regulations and franchisingwhich may give us a lot of inspiraion.Based on the analysis about the management status and problems of expressway in Hebei province, using new management theory, new public service theory, synergy theory and network development theory and learning from the advanced experience of regional exprssway management in United States,Japan and France,.the paper puts forward the following countermeasures in the perspective of Beijing-Tianjin-Hebei Integration. The first one is strengthening coordinated operation of the three provinces. The principles are equality, reciprocity and resource sharing. The central committee, the region of Beijing-Tianjin-Hebei and the Hebei should work hard together to optimize for the regional planning of development, realize the purpose of the expressway can be completed and use synchronously and share all kinds of information resources. The second one is to establish Hebei Expressway Corporation that implemets mordern enterprise system, manages in different grades and pays attention to social benefits of expressway. The third one is strengthening the construction of laws and regulations, including accelerating legislation, enforcing law and focusing on industry regulation. The fourth one is adopting new technology positively.It includes establishing the intelligent transportation system, promoting the "network engineering" — a system intermingled with internet and transportation net—and popularizing green technology.A organic policy system can be formed in these four aspects which will promote the management Hebei expresswayThis research has important theoretical and practical significance for enriching and improving the management of Hebei expressway.It may help Hebei to change the backward position among Beijing-Tianjin-Hebei expressway development and promote the integration of Beijing-Tianjin-Hebei transportation.
