Chongqing is the only municipality of the western region of China, which has an obvious advantage and an important strategic position. Chongqing is an important strategic fulcrum of western development, which has a unique and important role in the development of national, regional and opening pattern. This article is the first research of Chongqing 3E Coordinated Development issues. This paper collected energy, economic, and environmental indicators of Chongqing from 2000 to 2014. This article selected waste water chemical oxygen demand COD, drinking water quality compliance rate, non-public enterprises GDP indicators as evaluation 3E evaluation index system.This paper constructed a 3E evaluation system coordinated development system, which includes 36 indicators.This paper, firstly, by means of Eviews, Matlab data analysis software, use of EKC, cointegration, Granger causality test, gray correlation analysis method to analyze the mechanism of action of Chongqing 3E system; secondly, by means of SPSS data analysis software, based on 3E Coordinated Development evaluation index system, use of principal component analysis, dispersion analysis, coupling analysis, measure the level of coordinated development of Chongqing 3E system.The study found:(1) There are three types of curve relationship between emissions of industrial waste in Chongqing(waste water, waste gas, solid waste, sulfur dioxide, dust) and economic growth, which is inverted "U", inverted "N", being "N";(2) There is long-term equilibrium relationship between Chongqing energy consumption and economic growth. Cointegration vector is(1,-0.6722). The "growth hypothesis" between energy consumption and economic growth established in Chongqing;(3) Chongqing industrial waste emissions(waste water, solid waste, sulfur dioxide, dust) are associated with the greatest degree of coal consumption;(4) From 2000 to 2014,Chongqing 3E coordinated development good year less than 1 / 3. The mean level of coordination development is 0.537. The overall development of the state is reluctant coordinated.
