| On the basis of analyzing labor theory of value, equilibrium value theory, land rent theory and public appreciation theory, research on the formation mechanism and changing mechanism of goods value. The essence of goods value is the socially necessary labor, and the form of goods value is the market price. Taking the long-term economic development as the time scale, and the independent country area as the spatial scale, explore the interaction mechanism between the currency and goods in market economy. Considering the impact of money supply policy, dividing the market goods into three types:non-asset commodities, common assets and land assets, study on the value floating mechanism and land value formation mechanism. Comparing several land value distribution mechanisms, illustrating the case of collective construction land transaction reform in D. County Zhejiang Province, point out the direction of land value distribution reform.Studies suggest that, the non-asset commodities have some features like single utility, easy dissipation, unable existence; the common assets act as production factors, with short-term existence and relative fixity; the features of land assets are scarcity, long-term existence, fixity, multi-function. Therefore, during the long-term economic development, the value of non-asset commodities and common assets will dissipate into the market, while the land assets will absorb the dissipation value, and this is the mechanism of value floating in market economy. Land value increment is essentially derived from the social wealth which accumulated on the particular land. In current land value distribution mechanism, property mechanism is not up to fairness principle; eminent domain mechanism need reforming and weakening gradually; taxation mechanism should become the dominant one. Based on the public appreciation theory and the legal principle, fairness principle and efficiency principle in taxation theory, drawing on the experience of the pilot reform, optimize China land tax system, ensuring that the land value increment captured by the government. |
