Corporate culture is an intangible asset, an essential factor to win the business in the market, an inexhaustible wealth and unreplaceable resource for a company. SMEs, especially small and medium-tech enterprise which is to be reckoned with steady and rapid growth of the national economy, and it take an important role in the China’s expanding employment and economic development growth. In recent years, the traditional model of development of SMEs faced unprecedented challenges, a number of advanced high-tech small and medium enterprises began to pursue innovation strategies to achieve the transformation and upgrading, and achieved remarkable results, the reslults is being emulated by other companies increasingly. However, small and medium high-tech enterprises who take the road of independent innovation and focus of the development strategy of independent innovation, they must change or improve the existing corporate culture, building science and technology one to suit small and medium enterprises’independent innovation strategy and practical living environment of corporate culture,at the same time fitting survive and operate a strong corporate culture ecology to support their innovation strategies. Among them, the construction of ecological culture of Satellite Communications Co., Ltd. Nanjing is one of the successful cases. Obviously, in the fierce market competition, small and medium technology enterprises focused innovation strategies, achieving the development strategy and management model, the fitting corporate culture form, is a universal theoretical and practical value of the research proposition. It’s about small science and technology enterprises how to build with its own unique corporate culture system in the fierce competition,and it is the core competitiveness of enterprises to build their own needs, it is also the enterprise market competition to win the competition for talent and cultivate soft power needs.This study takes the construction of ecological culture of Satellite Communications Co., Ltd. Nanjing as the research object, using questionnaires, interviews and statistical analysis methods, researching the construction problem of small and medium enterprises pursuing science and technology enterprises Ecological Culture under the background of independent innovation strategy. Firstly,stating the necessity for small and medium enterprises to take the road of independent innovation and the relationship between development and ecological management, analysising the needs of Ecological Culture for for small and medium enterprises to take the road of independent innovation.Secondly, comparing the gap between the existing culture and ecological culture of small and medium technology enterprises analysis and comparison, and taking satellite communications network Nanjing Co., for example, using qualitative and quantitative assessment of the specific method for measuring the status of its corporate culture, to obtain such the corporate culture measurement scale, and then examine the Nanjing net corporate culture problem at all levels through formal questionnaire. Then, the company, for example, from philosophy ecology, ecological management system, employee behavior and ecology of the four aspects of ecological construction materials Construction Program for the Development of ecological culture medium and small science and technology enterprises. Finally, researching several key main angle from the process,security and other cultural enterprises of the implementation of ecological culture.The main results of this study is:investigating the status of the corporate culture of Satellite Communications Co., Ltd. Nanjing science and technology for small and medium business representatives, researched and analyzed the common problems of small and medium technology enterprises exists enterprise culture, such can provide warning for the other enterprises; improving the existing corporate culture measurement and analysis tools to determine the more suitable for small and medium scale science and technology enterprise culture of measurement; the ecosystems and ecosystem management philosophy and corporate culture combine to build a cultural and ecological development system to implement initiatives,It provides a guideline and reference for the cultural construction of small and medium enterprises to upgrade science and technology in the enterprise.
