The Evaluation Research Of The Effect About Technological Achievements Transformations Policy’s Implementation In Hubei Province

Facing a new round of global technological revolution and industrial revolution tide, Hubei Province has advantage in science and education, in order to transform these advantages into economic advantages, the key lies in commercialization of research outputs. In order to achieve goals that commercialization of research outputs and the construction of "innovative Hubei", Hubei province has always regard promoting the commercialization of research outputs as the central task of economic growth, for example, to improve the commercialization of research outputs’ policy system, to create a favorable environment for the commercialization of research outputs and so on. However, compared with Jiangsu, Zhejiang, Beijing, Shanghai and other provinces, the commercialization rate of research outputs in Hubei province is still too low, and the contribution of scientific and technological progress to economic growth is so small, this restricted the economic transformation and upgrading of Hubei province to some extent. So, how to implement policies of commercialization of research outputs, and achieve large-scale commercialization of research outputs, has become the urgent matter of Hubei Province’s economic development and science and technology progress.This study aims at the evaluation research, which refer to these policies’ implementation about commercialization of research outputs in Hubei province, first of all, based on a comprehensive review and summary of relevant literature at home and abroad, it has carried on theoretical analysis about the policy appraisal model of commercialization of research outputs、the objects of commercialization of research outputs、the process of commercialization of research outputs. Secondly, it sorts out one hundred and thirty-seven pieces policies about commercialization of research outputs in Hubei Province during the period from 2001 to 2015. This study sorts these policies into supply policy, the demanding policy and environmental policy, and analysis these Policies from the number of promulgated, the text type, the objects, the field of the policy in this paper. Then, build an index evaluation system, which composed of one first class index, three second level indexes and twenty-three third level indexes. At last, the index data about commercialization of research outputs in statistical yearbooks from 2009 to 2013,were used as Evaluation sample, this paper uses the principal component analysis and cluster analysis to evaluate the effect of the policy implementation of Hubei province and other eastern 12 provinces and cities. According to the ranking of score, the implementation about the technological achievements transformation’s policy in Hubei province is analyzed and summarized, and then many existing problems were pointed out and suggestions on optimizing the implementation effect of Hubei province’s commercialization of research outputs policy were put forward.This research results show that Hubei province should strengthen the top-level design of commercialization of research outputs policy, to get rid of the limitations of department division, and strengthen cooperation among departments, to do well with the convergence of national policies, improve the adaptability of the policy. Hubei province should optimize the allocation of government science and technology resource, intensify the implementation of supply policy. Hubei province should deepen the reform of demanding policy, enhance the innovation vitality of the technology market. Hubei province should improve the environmental policy, to create a policy environment conducive for the commercialization of research outputs. Hubei province should reform the current system of scientific and technological evaluation in the government, strengthen the supervision and inspection system’s construction of the implementation effect of the policy. Only in this way, can the economic and technology make progress in Hubei Province.
