Analysis On Financial Input And Output Efficiency Of New Rural Cooperative Medical Insurance In Our Country

In order to improve farmers’ health and protect their rights of basic health care, under the organization and support of government, we set up new rural cooperative medical insurance system from 2003. By the end of June in 2008 we have covered a complete coverage of 31 provinces,2489 locations have been implemented at the end of 2013, the number of insured farmers has increased more than 800 million, which showed government’s emphasis on this policy,huge fiscal spending can also prove this. The central fiscal subsidy has increased by 179 times in 11 years, while fund spending increased by 50 times from 6.175 billion to 290.92 billion.For this is dominated by government and promoted in our country, efficiency largely determines the development of this policy, in this situation, studying efficiency to find drawbacks can improve mechanism so as to better safeguard the rights and interests of rural residents, this is the significance of this article.At first, this paper uses the method of data envelopment analysis (DEA) to calculate fiscal input and output efficiency according to different directions, we search factors influencing efficiency through decomposing efficiency and analyzing residuals. In addition,considering comprehension of measuring method,at the same time we use stochastic frontier analysis (SFA)to analyze efficiency. The study found that efficiency according to different directions using the DEA method are statistically relevant,but the time point to reach high efficiency is inconsistent; From dynamic point of view,the overall trend of the technical efficiency during 2004-2011 is rising, but different parts of the trend is not consistent, some areas rise year by year, but some areas present temporary efficiency decline, and reason can be summed up in different fiscal subsidy level and the lack of health resource. Analyzing the decomposition of total technical efficiency,we can find that scale efficiency from policy output is higher than the farmer benefit guidance, on the whole, they are at a high level and on the rise, on the other hand, pure technical efficiency of most provinces are droppingthat shows that negative factors influencing technical efficiency come from pure technical efficiency,namely the rational use of financial input. Due to current measurement method to calculate financial efficiency is mainly DEA or SFA method, so from the perspective of the method we also use SFA to supplement this idea and set the reasonable boundary function under the premise of the results. With correlation test, we can get comprehensive analysis of the data from two methods. We found that conclusion based on DEA method conforms to the actual situation, therefore, the main conclusions in this paper is based on DEA method. So we combine with the specific problems to present corresponding advice.
