Science and technology resources of enterprises is an important foundation to support its technological innovation. The sharing of science and technology resources can realize the optimal allocation of science and technology resources, reduce the risk and cost of enterprise R&D process and is of great significance for enterprises to enhance innovation capability and to form new competitive advantages of enterprises. The sharing capability reflects the ability to use and configurate science and technology resources, good sharing capability can promote the level of sharing and realize the progress of technological innovation ability. Thus how to measure the science and technology resources sharing capability of enterprises is particularly important, The measure results can be as the basis of enterprise management and decisionFirst, this paper systematically introduces the connotation and characteristics of science and technology resources, science and technology resources sharing and sharing capability. Based on the research results of science and technology resources sharing at home and abroad, combined with the characteristics of enterprise science and technology resources sharing and the actual project, this research constructed the index system of enterprise science and technology resources sharing capacity from four aspects including enterprise science and technology resources sharing basic conditions, sharing process, sharing mechanism and policy factors and optimized the initial index system by the random forest algorithm to reflect the sharing capability more concisely and effectively. On the basis of the index system, this research optimized the smooth factor of Generalized Regression Neural Network (GRNN) by Fruit Fly Optimization Algorithm (FOA) and constructed the measurement model of science and technology resources sharing capability of enterprises based on FOA-GRNN, verified the reliability and accuracy of the model by experiment and provided theoretical basis to measure science and technology resources sharing capability of enterprises. At last, put forward countermeasures and suggestions to promote the sharing capability of enterprises.The research of the paper helps enterprises to find the weakness in the sharing of science and technology resources. It provides theoretical support to promote sharing level and the raising of the innovative capability.
