Investigation Of Government Function On The Cultivation Of Corporate Social Responsibility

In the context of economic and social reform and transformation,corporate social responsibility(CSR) arouses more and more attention in the society.CSR is a systematic project, it is not only related with enterprises’ own business philosophy and management system, but also need coordination and contribution of multi social body to be achieved.Modern society is an interaction society composed of government,enterprises, NGO and citizens. Government, as one of the social bodies, plays an important role in social governance, meanwhile,it is necessary for government to guide and promote CSR.This thesis will take the Suzhou Industrial Park AIC as an example to treatise the necessity of the government’s intervention into the CSR.The fostering of CSR in SIP has a certain foundation. There established the CSR organization, emerged a batch of enterprises who actively fulfill the CSR, and formed benign situation. However, the public awareness of CSR still need to be improved, the gap between CSR’s development in different market bodies should be narrowed, the problems of CSR practices must be settled. The AIC(administrative department for industry and commerce),who is in charge of management and supervision of the market and law enforcement,palys a role as the "police" of market economy. It has the necessity and feasibility to foster CSR, and should play an important role in CSR Fostering. In the function of current system, SIPAIC foster CSR in the link of market access, market regulation and market body withdrawing from the market. Nevertheless, there are still some problems in the role paly of supervisor, regulator and guider. The legal system of CSR fostering is still not perfect, there are still insufficiency and failures in regulation,while the guiding role play is not enough.We have to make further exploration in the path to complete efficient supervision of AIC and promote CSRThe AIC should actively explore the path to promote CSR: First is to play the role of CSR regulator positively, that is to promote the perfection of CSR legal system form two aspects of “hard law” method and “soft law” method. Second is to act as supervisors of CSR,that is from the theoretical level, innovation regulatory way,strengthen the supervision of the credit aspects comprehensively enhance the level of CSR supervision.Third is to play a "guide" role, that is to guide social forces to make efforts and work together.
