| Since the reform and opening up, especially after Comrade Deng Xiaoping’s southern tour speech, various types of economic development zone and Industrial Park (hereinafter part described as "Park") has become a leading China’s economic and social development and an important force to promote enterprise upgrading and economic restructuring, after 20 years of development, most of the open economic zone and industrial park from the concept of development planning, operation and management mechanism, students motive force of the development and in line with international standards such as increasingly mature and improve. The rapid development of economic development zones and industrial parks, on the one hand, change the traditional archive management philosophy, management system and mode, on the one hand on the archives management theory research, policy, system and business system of norms and other proposed new requirements. The scientific management level of archives is an important content to measure the management level and the construction level of an economic development zone and the industrial park. The unique attributes of the archives and the archives work on the economic and social development of the important role of promoting. Yunnan Economic Development Zone, industrial park, as an important part of the economic and social development in Yunnan Province, plays an irreplaceable role in improving the level of regional economic development and promoting the development of small and medium cities. Deepening research on Yunnan Economic Development Zone, industrial park of archives work, draw lessons from the experience of developed regions and mature file management system and method, the paper puts forward the opinions and suggestions of the reference, and comprehensively improve the archives management level of Yunnan economic development zones, industrial parks, is the task of top priority of archival theoretical research.Yunnan economic development zones and industrial parks started early, but the development was slow, the overall economic efficiency and the low level of development, uneven development in different areas of the park, compared with the developed provinces and municipalities, Yunnan, the park layout, based in the implementation of construction, the park enterprise introduction, the deposit in a certain gap, in science and technology park innovation ability, scientific and technological research and development and new economic construction promote the gap gradually widened. Problems, such as the level of theory research and policy measures and business norms exist in the archives management work of formulation, archives management and service level and the actual work needs do not adapt to problems; and that there is a lack of archival information resources, archives formation, control, accumulation and archiving of effective mechanism imperfect; there is a due role of archives information resources can not effectively play. The existence of these problems, to a certain extent, restricts and hinders the healthy and sustainable development of Yunnan economic development zone and industrial park. The main purpose of this paper:to countries on the management of archives laws and regulations, business standard specification as a guide, to the economy of our country in the field of archives management theory based, to Yunnan economic development zones, industrial parks as the research object, based on the investigation and analysis, summed up the as the basic method, on the basis of the existing research results, and further clarify the Yunnan Economic Development Zone and Industrial Park in the archives management of existing problems, analysis of the causes of the problems, put forward the opinions and suggestions of the science, Yunnan Economic Development Zone, industrial development zone to enhance the level of file management to provide assistance. |
