We are in the transformation era that our country vigorously promotes public entrepreneurship and innovation. As an important participant in innovation ecosystem, enterprises are often link with internal and external objects, to get different information, resources, capital, channels, etc., to expand their business and gain the enterprise ability. However, network connections are not the more the better, studies have proved that some network relations will cause lock-in trap for the entity, so that the company have difficulty in obtaining the desired resources; Moreover, there are high possibilities that enterprises cost too much time, energy to establish some links, even impaired the healthy development. Therefore, effective network relations can truly bring positive effect to the development of the enterprise, but how effective network relations influence the performance is still in discussion.The paper took the effective network relations as the research object. We first defined the basic concepts and characteristics of effective network relations based on the economic and network studies. Then we built the theoretical model of effective network relations to enterprise performance. According to the theory of social network, different types of network relations had variant impact on firm performance because of different network objects and the process of network establishment; Network embeddedness theory also pointed out that network structure could adjust the utility of network relations; Social capital theory also showed that the span of the network resources enhanced the network relations to firm performance, so did the network relations itself. The reason was that network relations is conducive to the expansion of the network span. Combined with the theory, this paper built the model for the analysis of effective network effects on enterprise performance and proposed the corresponding assumptions. The paper designed questionnaire and collected 620 questionnaires from five areas of Suzhou, Xuzhou, Nantong, Zhenjiang, Nanjing, combing with investigation materials to verify the model.Combing theoretical research and empirical analysis, we found that the effective network relations of within the enterprise relations, market network relations, and environment network relations, had a significantly positive effect on the performance. And the network position positively adjusted the two, though it has the negative effect when building the supplier’s effective network connection. Also the network span had a positive medium effect on the relationship between the effective network relations and the enterprise performance. We further made a research on the establishment of effective network relations. The results showed that both entrepreneur’s active factors and institutional factors were all significantly influenced, especially the entrepreneur’s social skills with the most positive effect, but the entrepreneur’s education degree may hurt the establishment for effective network relations.
