At present,the financial system of China has been maturing, the degree of marketization is rising continuously, and the competition between domestic and foreign banks is more and more fierce,as the commercial banks want to achieve their own competitive advantage, they must constantly improve the overall efficiency and competition ability. Performance management is a kind of management and evaluation which is through the enterprise and employee performance to achieve, so as to realize the role of incentive and constraint. Successful performance management can link the enterprise performance management, enterprise strategic development target value orientation and the business environment of enterprise in a certain period and operating conditions closely. Through the process of performance management, actively promote the enterprise to achieve the goals of management, to support the realization of enterprise strategic goals, and the distribution of the performance management for enterprise operating results also provide a reference basis, in the evaluation of enterprise business performance management and incentive and constraint, it plays an important role. By establishing a scientific and reasonable performance index system,measure analysis system and communication feedback mechanism, enterprise could enhance staff’s sense of belonging and power, so as to promote enterprise management to maximize value.In this paper, A commercial bank of Shanxi Province is the research object, through reviewing of performance management at home and abroad literature and basic theory and method, and performance management statusquo of domestic and foreign commercial banks, combining of the theoretical analysis and empirical research, this paper analyzes the existing problems on the basis of A performance management system, and to improve its performance management system combined with its own characteristics, then puts forward relevant countermeasures and suggestions for improving, to perfect performance management system of A commercial bank, improving the efficiency of its performance management and as a result, so as to strengthen its competitive advantage, to maximize the enterprise value.Specifically, this article uses the following research methods: one is the literature methodology, by reading the literature, the theory of performance management at home and abroad for reference, for the performance management theory, research focus, measurement methods, evaluation index tools such as theoretical knowledge to collect, and combining the current situation of commercial bank performance management is analyzed. Two is to study, by investing the situation of commercial bank performance management,comparing different commercial bank performance management system; In addition, by myself in recent years of work experience in the bank, also accumulated certain experience. Three is case analysis method, this article to A commercial bank in Shanxi Province as a case, analyzes the problems existing in the current performance management process of bank, through constructing performance management platform, to the bank’s performance management process is optimized and achieved certain results, and probes into the problems in the process of advancing generalizations.Through investing A commercial bank in Shanxi Province the current performance management process, the evaluation methods of the research and its practical utility survey of current performance management system, as analysis of the applicability of several kinds of performance management method, this paper proposed optimization that based on the thinking of thebalanced scorecard performance management system, and some suggestions that how to guarantee the improved performance management system to effectively implement puts forward: one is combining the strategic goal to add the non-financial indicators, improve the performance evaluation mechanism,further study the quantitative relationship between financial indicators and non-financial indicators, establishing a complementary index system, the second is to enhance employee engagement, improve employee motivation,three is to establish the external supervision mechanism, perfect the performance appraisal process, to evaluate overall performance evaluation and improvement. At the end of the paper is also improved to its utility and further research problems are expounded.
