The transformation of resource-based cities has been a focus and difficult issue of Chinese and foreign theorists and government departments since the 1980 s. Petroleum and natural gas extraction plays a leading role in the economic development pattern of Dongying City that is known as a typical resource-based city. Facing the stern situation of the annually decreasing oil output of Dongying Oilfield in recent years, it has been an urgent matter for the city to transform, adjust, optimize and upgrade its economic structure.Now it has been the most realistic and pressing task for the city to avoid “mineral depletion and city decline” caused by resource exhaustion or upcoming resource exhaustion and vigorously explore how to actively realize the transformation of resource-dependent city and speed up this process so that the city can embark on the path of sustainable development.By combining theory with practice, qualitative analysis with quantitative analysis, empirical analysis with scientific analysis and theory of resource-based cities’ transformation with actual situation and giving priority to documents with survey research, interviews and statistical analysis as supplements, this paper examines how to realize the transformation of Dongying City, sorts out and analyzes the economic development data and document literature of Dongying City from year to year, objectively identifies the development stage of Dongying as a resource-based city and the status of its resource-based industries, conducts in-depth discussions on the objective laws in accelerating the industrial transformation of the city as well as factors affecting these laws, studies the significances of industrial restructuring and economic transformation, and puts forward some feasible suggestions. These specific measures are as follows: maintain the stability of the petroleum industry, improve resource utilization rate, develop continuous and alternative industries, adjust and optimize industrial structure, enhance urban functions, promote urban-rural integration, strengthen innovation of system and mechanism, increase open cooperation, and optimize the environment for sustainable development.
