The Research Of Factors Affecting Pension Justice Under The Background Of Reform Policy

Central People’s Government of the People’s Republic of China released a policy, The Reform Policy of Civil Servant Pension, to ease the social conflicts of pension in China recently. Though it focused on improving the fairness of pension security, the result from media seems to be not as expected.Based on the Labor Market Segmentation Theory and Equity Theory, this study used quantitative methods to do the research. The study refers to the public opinion on the policy merging from the Weibo platform, and establishes the index system of influencing factors. We sent out hundreds of questionnaires, and 467 of them are valid. Using the SPSS21.0, we could do the Ordinal Logistic model and establish the model of influencing factors of fairness of pension security. The study finds that though the policy has been released, the level of the public fair sense is still low. Meanwhile, the study gives out the conclusion that it is not the content of the policy matters much, but the correlative factors are the key of how much will the policy impacts be, such as if the policy maker could be trusted, and if the essence of the policy could be understood. What’s more, some factors of relatively fair sense mean a lot too.We offer the proposal that the government should focus on the changing of pension justice persistently,improve the related factors,strengthen propaganda to adjust the equalitarianism and pay attention to the classical attitudes of different position. Furthermore, we give out the advice that using more method to do the study and explore the dynamic changing of the justice of pension system under the reform to improve the positive effect of the revolution policy.
