The Influences On Regional Technology Innovation From OFDI’s Reverse Technology Spillovers

Numerous studies indicate that, foreign direct investment channels can not only facilitate access to resources and develop the overseas markets, but also provide a new way for enterprises to obtain technology. But, the implementation effect is different from different districts, some regions take good use of reverse technology and knownledge spillovers of OFDI, and then stimulate the technology innovation in the regions; while OFDI of some other regions do not receive the ideal results. Therefore, to explore the relationship between OFDI’s reverse technology spillovers and technology innovation capability between regions, as well as the regulating effect that absorbing ability of different regions may arise, all these have a positive meaning for the full understanding of the spillover effects of OFDI and taking effective ues of OFDI to improve local innovation ability. Based on this, this paper studies OFDI’s reverse technology spillovers’ influence on domestic technology innovation and the region discrepancy. And analyse the regulating effect of regional basic absorbing ability on OFDI’s reverse technology spillovers effects with an empirical method.Firstly, the paper describes the connotation of the absorption capacity, OFDI and technology innovation capability, makes relevant hypotheses, makes statistical analysis of the scale, the region,and industrial distribution of China’s OFDI as well as the present situation of technology innovation in our country, and studies the mechanism that OFDI’s reverse technology spillovers’ influence on technology innovation capability at the theoretical level. Secondly, in the aspect of empirical research, using provincial panel data, the paper studies the existence and regional differences of OFDI’s reverse technology spillovers’ influence on regional technology innovation and the regulating effect of basic absorbing ability based on basic model and Regulating variablemodel. Finally, the paper makes some conclusions according to the empirical results, and proposes some policy recommendations.Through the study of the influence of OFDI’s reverse technology spillovers on technology innovation measured by patent authorization based on the regulation of absorbing capacity using Chinese provincial panel data during 2002~2012,the results showed that:through the regulation of economic development 、 financial development and infrastructure construction, OFDI of the eastern、central and western regions has positive effect on the ability of technology innovation through its reverse spillovers,but the promote effect is small compared to R&D investment and research personnel; Basic absorbing ability has positive regulatory to the effects of OFDI reverse technology spillovers on technology innovation; Relatively speaking, regulating effect of absorptive capacity on relations of OFDI’s reverse spillovers and innovation ability is more important in the western region.Based on the conclusion, this paper proposes the following countermeasures: Government and related OFDI enterprises should do well in related work, pay attention to size and quality,complete OFDI-related policies, improve the government service ability and create a favorable environment for innovation, lead the wind direction of technology innovation, improve the regional basic absorbing ability especially the western region, grasp the right direction of investment and increase investment, enhance learning ability and improve the absorption efficiency, complete the innovation system to absorb technical personnel, take advantage of OFDI reverse technology spillover channels to improve our domestic technology innovation capability.
