Since the early 1986 s when the innovation was created and its policy was opened, Laos has strived to develop abundant hydropower resources to sell hydroelectricity to the neighboring countries in order to increase its foreign exchange earnings. Hydropower is Laos’ s third-largest export industry which is following the textile and forestry industry. The purpose of this study is to evaluate Laos’ s hydropower export effect, analyze the various factors influencing Laos’ s hydroelectricity, and explore further Laos’ s hydropower export countermeasures.This paper is divided into six chapters. The first chapter is the introduction which simply discusses on the research background, the purpose and significance of the research, research contents and methods and literature review. The second chapter focuses on Laos’ s hydroelectricity foundation, which introduces Laos’ s hydropower resource situation, development and export situation, policy measures of overseas hydropower as well as analyzes relevant economic theory guidance. The third chapter is about the current situation of Laos’ s hydropower export which is analyzed on the technology, mode and scale of the hydropower development, hydropower export scale of Laos and national market. The fourth chapter talks about the hydropower export effect analysis which is estimated on Laos’ s Hydropower export effect by using econometric model to verify Laos’ s hydropower export effect on its GDP and fiscal revenue. The fifth chapter is about the analysis of the factors influencing Laos’ s hydropower export. Also, this study discovers that rich hydropower resources, the implementation of the policy attracting foreign capital, excellent geographical location, stable political system, and abundant cheap labor are the favorable factors which obtain a certain development of favorable factors such as infrastructure promoting the development of Laos’ s hydropower export. The hydropower development faces adverse factors such as hydropower development technology shortage, which causes Laos to rely too much on Thailand. Southeast Asia market network connectivity demand is poor under difficult coordination, seasonal hydropower and the pressure of environmental protection from domestic and abroad. The adverse factors have restricted the further development of Laos’ s hydropower export. The sixth chapter is about enlarging the countermeasure of Laos’ s hydropower export, including promoting hydropower cultivation talents and technology, strengthening expansion in Southeast Asia’s electric power market, accelerating power grid interconnected negotiation among Southeast Asia, establishing regulatory hydropower station and exploring new measures of the hydropower development and environmental protection.
