With the rapid development of economy, Shandong province has been faced with energy shortage and severe environmental problems. While the healthy development of energy-economy-environment system is the key to regional sustainable development. Therefore, how to maintain systematic development of energy, economy and environment has become great concern for the whole Shandong province.In this paper, firstly we analyze the development of each subsystem and illustrate the character of each indicator, then select GDP and industrial structure as target parameters of economy subsystem, energy consumption intensity as that of energy subsystem, also COD SO2, ammonia nitrogen emissions as that of environment subsystem. Then choose decision variables for each subsystem, construct the form of fuzzy variables, followed by building fuzzy chance constrained goal programming model of 3E system. This model is solved by hybrid intelligent algorithm integrated fuzzy simulation, neural networks and genetic algorithms. The concrete solving steps are also given. Secondly, combined with statistical data from ―Shandong statistical Yearbook‖, we create empirical model. By solving the problem, we get the optimization results of each subsystem and analyze the results. At last, some proposals are given in order to promote the scientific improvement of 3E system.It has been proved that the system model we built can approximately reflect the evolution rule and the intrinsic relationship among energy, economy and environment of Shandong Province, which can provide effective decision support for the optimization of 3E system.
