Research On Demand And Factors Of Influencing Social Service On Agricultural Technology In Northeastern Ecological Conservation Area Of Chongqing

Chongqing is still in its under-development stage. Its inner regions have large difference and the contradiction of urban-rural dual structure is obvious. The support of industries in districts and counties is not strong. The number of rural poor people is large. Chongqing is accelerating construction of main functional regions, which is not only a significant breakthrough of regional development idea but also a realistic choice for incongruous development of regional economic society. As a “short slab” of Chongqing, northeast ecological conservation region shall emphasize cultivating regional self-organizational ability. Based on the strategic positioning of developing characteristic ecological economy of northeast area of Chongqing, the key of promoting economic competitiveness of the urban area is to sufficiently utilize diversified agricultural resources. On the basis of guaranteeing the effective supply of basic agricultural products such as grains, strive to develop featured agriculture with high-degree commercialization and modernization. The key of increasing investment of modern equipment, science & technology and management methods and improving comprehensive agricultural productive capacity in rural areas with small-scale operation mode is to establish and perfect corresponding supporting system of social service of agricultural technology.We can know that social service of agricultural technology reflects an exchange relation of technological commodities in essence. No matter whether it is philanthropic technological service or profitable technological service, the inner supply-demand relation is an important basis of realizing reasonable configuration of technological resources. As the most basic main body of demanding social service of agricultural technology, peasants can prompt service organization to adjust supply aiming at acceptance degree and expectation of peasants through exploring their demands. In view of this, this paper combines qualitative analysis and quantitative analysis,combines macroscopic analysis and microscopic analysis, refers to regional specialization theory,economies of scale theory, transaction cost theory, induced technological innovation theory and farmer behavior theory, and analyzes the inner demand logic and new demand trend of featured agriculture development on social service of agricultural technology. Afterwards, based on on-the-spot investigation, this paper recognizes the actual demand of individual peasant on kinds of social service of agricultural technology at micro-level. From the view angle of peasants, this paper explores the difference of current supply and demand of social service of agricultural technologyand its reasons. It further structures common multinomial Logit model, uses mathematical statistics,analyzes the main factors which influence the decision of peasants made for whether social service of agricultural technology can be needed, and summarizes economic laws from it.This paper gets the following conclusions:(1) Peasants are in their preliminary stage of demanding social service of agricultural technology because the level of social economic development and the level of industrialization development of featured agriculture in rural areas of northeast Chongqing is low.(2) In the aspect of main supply body of social service of agricultural technology, peasants prefer to get service from service institution of government and collective organization of village. This is a rational choice made by peasants combining their actual demand on agricultural technological service, their risk-bearable ability and the lack of systematical and professional supply system in the area.(3) The supply-demand contradiction of social service of agricultural technology is prominent. Both before-production and in-production technological service have high supply-demand integrating degree. However, supply falls short of demand in after-production service. The supply-demand integrating degree of yield-increase technological service is high. The yield-increase technological service which closely relates market cannot be supplied sufficiently. Philanthropic service is not flexible; profitable service develops weakly.Effective information transmission channel lacks between supply body and demand body. In this case, the demand of the peasants with small-scale operation cannot be satisfied.(4) Among the factors which influence demand of peasants, the higher the comprehensive quality level of peasants is, the more exuberant the demand on social service of agricultural technology will be. The induced effect of planting scale of family and the proportion of income from featured agriculture on demand of peasants is not obvious. On the contrary, small scale of agricultural production and low degree of operation specialization restrain demanded quality and demand level of peasants. In this objective condition, the method of offering cash subsidy or technology training can be used to stimulate the demand of peasants on social service of professional agricultural technology. Based on conclusions of research, this paper puts forward that sufficiently play the service functions of village collective and organizations; cultivate main body of marketization service; prompt it to incline toward the peasants with small-scale operation. Strengthen agricultural education and guide excellent labor force to return back and start up their own business. Optimize the structure of practitioners in rural areas. Above suggestions are expected to offer references for improving the quality and efficiency of the social service of agricultural technology in northeast Chongqing.
