China is a large agricultural country, agricultural development is directly related to the national stability and social development. It is the basis of building a moderately prosperous society and realizing modernization. Presently, the pressure of huge population and limited resources are gradually replacing the traditional extensive mode of development with agricultural technology and innovation, which becomes the power source of Chinese agricultural development, that is eco-friendly, highly efficient and sustainable. However,realization of agricultural technology innovation is the basis for agricultural development, but it is still extensive and unsustainable by only increasing the investment in research and innovation to ensure agricultural production. The best path of developing Chinese agriculture is to improve the efficiency of agricultural efficiency, to optimize the production process and to maximize the agricultural output at a given cost. So, we need to be more focused on efficiency than investment.This paper focuses on the efficiency of agricultural innovation technology, and intends to address the following questions:What is the connotation of the innovation efficiency of agricultural technology? How to measure? What is the efficiency throughout the country, and in which development status? Is the efficiency of national and regional convergencing over time? If there is no convergence,what is the development trend?The paper studied the technology innovation efficiency of agricultural systematically according to the logical framework of “raising questions- theoretical analysis- method selection- empirical analysis- conclusion”, based on the relevant theoretical foundation, using empirical analysis, literature reviews and comparative analysis. 1. The meaning of agricultural technology innovation efficiency is clarified. 2. The input and output indicators system of agricultural technology innovation and the model of measuring the innovation efficiency were established. Using data envelopment analysis the agricultural technology efficiency of 31 provinces in China were calculated, and comparative analysis and condition assessment were conducted based on this data. 3. A detailed analysis of the convergence in efficiency of agricultural technology innovation was conducted, in which a different comprehensive perspective was conducted in a different comprehensive perspective. 4. Based on empirical findings, the paper made recommendations in policies in different regions.This paper has the following innovations: 1. At present, the domestic research on agricultural technology innovation efficiency is rarely conducted. The paper assesses the efficiency of the regional agricultural innovation and through the convergence test, obtaining agricultural technology innovation efficiency features and development status in both the whole country and different regions, which Expanded the field of convergence research and increased the depth of research in this paper. 2. In convergence research, the method of advancing divided areas in convergence was used in this paper, as well as the method of appling time series with a new perspective to divide country club members, which avoided the possibility of cross-regional convergence in the cases of some provinces. This research method covers the shortage in earlier researches, and also makes it more systematic and comprehensive for the development status of China’s agricultural technology innovation efficiency and convergence path. By Ensuring the depth and comprehensiveness of this paper, the practical and useful theoretical guidance for regional agricultural technology innovation efficiency was provided.The research demonstrates that: 1. The country and the East, the Middle and the West efficiency of agricultural technology innovation in 2004-2014 showed a good development trend of the average annual growth rate. 2. Technological progress is an important factor which restricts the improvement of agricultural technology innovation efficiency in China and most provinces. 3. The development speed of agricultural technology innovation efficiency is mainly related to the initial situation and development stage. Regional economic strength only affects the development environment, but can not determine the development trend. 4. There are only conditional convergence in China and the three major regions. 5. Agricultural Technology Innovation Efficiency of China alongthe convergence path “to the national average- to the advanced provinces- to a higher mean steady state level”.
