“China’s dream" is the main goal of China’s economic and social development,also is the focus of all work. Xi jinping said, “China’s dream”, is the dream of the people, should firmly rely on the people, always for the sake of the people, and for people’s benefit. China is a typical agricultural country, agriculture plays a decisive rolein promoting the rapid development of social economy, therefore, to achieve our dream, strong the country,China should speed up the development of agriculture and rural economy that must be based on the emerging modern agriculture science and advanced technology, its core is the rural human resources with high quality. However,there are two questions when facing the reality:first, China’s rural population is large, but the overall quality is not high; Second,although agriculture and forestry universities cultivate a batch of agricultural talents, but most are reluctant to return to the countryside. This makes the agricultural new technology and advanced technology cannot get timely popularization and application of unable to play a substantial role in the development of rural economy. Therefore, in order to conform to technological change and the trend of agricultural development, rural human resources development and management, agricultural talent back to countryside is imminent.Agriculture is the foundation of the gansu province depends on economic development, the province’s 68.41% of the population engaged in agriculture, agricultural income accounted for 70% of household income. Visible, agricultural development level decides the gansu farmers’ livelihood, to strengthen the construction of agricultural modernization is of great significance. In this study, the human capital theory, dual economic structure theory as a guide, through consulting the related statistical yearbook,rural development yearbook, statistical bulletin of the national economy and social development to obtain relevant information, such as in gansu province rural human resources development as the theme, aiming at increasing farmers’ income, by using Granger causality test, analyzes the relationship between human capital investment and economic development of the measurement, it is concluded that increasing human capital investment, can promote the conclusion of the farmers’ income growth. On this basis, using the AHP method to analyzegansu province rural human resources development and the national average for transverse comparison, by comparison, clearly knowing the gansu province rural human resources development level is far below the national average, and the shortage of rural human capital investment. For a thorough understanding of gansu province rural human resources development and the specific situation, using factoranalysis and cluster analysis, a study of 14 city states, learned that:(1) laborer own development, science and education and cultural support, social material conditions, these5 factors are manpower and manpower allocation is to determine the effect of human resource development intrinsic factor;(2) of 14 city states significant difference level of human resource development, lead to uneven regional development;(3) the level of GDP influence rural human resources development process, but the development of the overall comprehensive influence by various factors. Analysis result in gansu province are: the performance of low development level of cultural foundation weak, the low level of science and technology; Health care system is not sound, security range is narrow; Single training channels, lack of talent; Spontaneous labor export, difficult to manage. Analyzes its reason, that is: the insufficient recognition of rural education, health care system is not sound, labor service export mechanism is imperfect. Based on the problem and reason analysis, proposed the government want to: pay attention to human development, the implementation of human feedback mechanism; To promote double-base education,vigorously promotes the agricultural education; To extend the new farming and reasonable planning, achieve the good farmers health shield; To optimize the allocation of human resources, realize the dynamic match people with jobs.
