Lunar regolith has vast 3He. Researching the lunar regolith makes us to have a clear understanding of content of lunar resources such as 3He, which is a great significance to the future development and the use of resources. To deeply study the properties of lunar regolith, the first thing that will be done is to fully understand the factors affecting the radiation and scattering properties of lunar regolith, and a sufficient study to those factors will do good favor to the establishment of the model. This paper uses the bright temperature data of the Lunar Exploration Project Chang'E-1 and the data collected by lunar reconnaissance orbiter(LRO) to research the lunar regolith radiation and scattering properties. Firstly, it is introduced the detection principle, the data contents and the basic ways of processing the data of the Chang'E-1, Chang'E-2 and LRO. Secondly, it expounds the method to extract regolith Radiation and Scattering Properties. Besides, it is introduced the way to get the affecting factors and deduced the relationship between scattering coefficient and the four parameters. At last, it is compared the regolith normalized bright temperature deviation in time and space with various factors in different characteristics of the terrain, obtains the main factors influencing the regolith Radiation Properties, and also compared with the microwave emissivity, explain the possible reason for the difference between them. It is also compared the Circular polarization ratio(CPR), the same sense circular polarization(SC), the opposite sense circular polarization(OC) and the degree of polarization(m) with various factors, which obtains the main factors influencing the regolith Scattering Properties. Then predict the possible connection between microwave emissivity and scattering coefficient.
