| The marine environment has provided a new field for the development of national power and long-term strategic advantage.With the increase of social population,energy and mineral resources reserves dwindling,and the rapid development of science and technology,the marine economy to the country and nation increasingly prominent.Vulnerability assessment is an important method to reveal the economic development "bottleneck" factors,and have great significance to analysis the major restricted factors to achieve economic development.Firstly,the paper based on a detailed describes about the conception of vulnerability,and analyzed the marine resources,marine science and technology,marine infrastructure,marine economic and industry development process of Bohai-rim region.Man-sea territorial systems include three subsystems: the man-sea resources and environment subsystem,the man economic subsystem and man-sea society subsystem.Then the paper combines the method of set pair analysis and vulnerability assessment,and uses combination weight method to obtain each index weight,taking Bohai-rim regions as an example to analyze the evolution trends and major influencing factors of the vulnerability for man-sea territorial system from 1996 to 2012 from resources and environment system,economic system and social system.Last,the paper classified the vulnerability for man-sea territorial system in Bohai-rim region from 1996 to 2012 by use the method of triangle francs.The results show the type of single subsystem vulnerability is less than the type of balanced vulnerability and complex subsystem vulnerability.It suggests that to reduce the vulnerability in human-sea systems of Bohai-rim region,we should strengthen co-ordination of land and sea to optimization marine industrial structure;taking measures to strengthen marine of pollution and control environmental protection;developing science and technology and cultivation of talents;at the same time,to strengthen the marine infrastructure construction.The research has some references for improving the theory and method of the research on coastal regional coupled man-sea systems vulnerability in different regions under the consistent framework. |
