Trees capture air and water pollutants, as well as maintain the biological diversity. With the rapid development of forestry economy, the marketization, and the reform of collective forest right system, forestry is more worthwhile. The collective forest resources accounted for 58% of the national forest resources area,the reform of collective forest right system carried out in 2008,forest resources have both ecological benefits and social benefits, in that way, Forest management autonomy is limited. Because of lacking forest resources utilization experience and the imperfect legal framework, foresters can’t make the full use of forest resources. Our country facing a important problem that is how to make use of forest resources effectively.This article analyzes the existing laws and the problems related to the use of forest resources.The first chapter is introduction.
