The moon is the star which the human learn most. To understanding the physical parameters of lunar soil has an important guiding significance for human to grasp the distribution of resources of the moon, the evolution of the moon and establishment moon base of the furture.The purpose of this paper is to use the data from the Mini- RF in the S-band which on the LRO to calculate the dielectric constant of lunar regolith with the random rough surface backscatter model.Mini-RF emitting electromagnetic signals to the surface of the Lunar when it works, the Lunar surface is not flat but raggel. It's needed to considered the backscatter moder of the rough surface of the lunar surface. In this paper, the random rough surface backscatter model were introduced, such as Kirchhoff model, Physical Optics Model, Geometrical optics model, Small perturbation model, Integral equation model, Dubois model, Oh model and Campbell model. Each kind of physical information of the lunar surface was include of the stokes parameters which in the Electromaghetic wave echo signals.This paper introduces the parameters of the Mini-RF, stokes parameters data of the Radar echo, Lunar terrain data.The horizontal polarization backscattering coefficient and the vertical polarization backscattering coefficient which was got by the st okes parameters of the Mini-RF echo was used to calculated the dielectric constant of Lunar regolith with roughness parameters of Lunar surface, which will compare with the dielectric constant calculated by the iron titanium content to confirm the accuracy of the data of the two models. It's found that the dielectric constant calculated by the Oh model was more closed of the the dielectric constant calculated by the iron titanium content. Analyze the causes found that the environment conditions of the Lunar surface which was used to inversion was similar to the condition of the Oh model, but was different to the Campbell model.Finally, I got a scattering experiments about simulated lunar soil under the laboratory conditions and calculate the permittivity of simulated lunar soil.
