With the comprehensive development and utilization of marine resources, marine environmental science is more and more important. As an important component of sea ice, sea ice directly affects the development of offshore oil, harbor construction,shipping and transportation. Due to the unique geographical environment and climate change in recent years, the coastal waters of China, represented by the Bohai sea area,are seriously affected by the sea ice disaster. Therefore, it is of great significance for the development of marine economy to comprehensively monitor the sea ice. The most important thing is to measure the ice thickness accurately.This paper reviewed the related literature of the sea ice thickness measurement,introduces the development process and research status of radar measurement of sea ice thickness, summarizes the principle of measuring methods of sea ice thickness and analyzes its strengths and weaknesses. According to the characteristics of ice in the coastal areas of China, for the miniaturization, integration, low power consumption,airborne and other considerations, to determine the design of ice penetrating radar FMCW scheme based on transmitting and receiving system. Ice penetrating radar system operating in 8GHz?12GHz, with high resolution, in order to accurately measure the thickness of the ice.Before the implementation of the system, the principle of the FMCW radar to measure the ice thickness is introduced, and the feasibility of the system is verified.According to the requirements of the detection performance of the ice detection radar,the relevant items of the transmitting and receiving system are determined.In this paper, the feasibility of each function module in the transmitting and receiving system is verified by the ADS system level simulation. In the PCB layout, the laminated structure of transmission line impedance matching and PCB were designed,and the analysis of the transmission performance of the system through the combination of imitation Cadence and ADS, to verify the feasibility of the hardware circuit; the package structure, the whole circuit is encapsulated in the shielding cavity, using HFSS simulation software for the compatible design with the electromagnetic shielding cavity.Finally, the whole system is assembled and tested. The test results and the simulation results are compared and analyzed, and the possible defects of the system and the corresponding improvement methods are put forward.
