Groundwater is an important natural resources and plays a significant role in the economic and social development of our country.In recent decades,China’s demand for water resource is growing along with its population growth and its economic development.In parts of groundwater and surface water both gradually present the excessive exploitation and utilization of the situation.Such problems as continued declining of water table,ground subsidence,ground fissure and saltwater intrusion as well as other environmental issues due to groundwater overexploitation has seriously affected the sustainable development of China’s economic and social.Since the 18th National Congress of the Communist Party of China(CPC),ecological civilization construction was incorporated into the new era of the five general layout.Ecological environment problems caused by the groundwater has been the attention of the parties,has become an important problem to solve.In light of this serious phenomenon of groundwater exploitation excessive,China has carried out a series of effective groundwater management measures in groundwater remediation and exploitation area management such as the evaluation of groundwater overexploitation area,groundwater management pilot work,construction of groundwater monitoring station network and so on.However,it’s need to establish the normative overexploitation area management assessment system to examine that whether management work is in place or effective and to find the defects and problems.So to establish a quantitative assessment of groundwater overexploitation management evaluation system for timely finding out the weak links and constantly revising management methods which will be of great significance to improve the management level of groundwater area and the management efficiency and benefit of water resources.On the basis of analyzing groundwater management experience in China combining with domestic and foreign scholars’related work in groundwater management,this paper aims to establish a groundwater overexploitation zone management evaluation system,according to the guiding ideology of the most stringent water management system,the sustainable development of water conservancy and "Lucid waters an lush mountains are invaluable assets".The main research content includes the following three aspects(1)Summarize the different natural conditions and economic conditions of groundwater overexploitation zone management status in our country.Through the analysis,select the three typical areas,namely North China,the Yangtze River delta region,northwestern region as three typical groundwater area.Summarize the focus of the groundwater management work,regional characteristics and management results have been achieved,and points out the existing problems and deficiency,in order to provide references to the future of groundwater area management work.(2)Considering the characteristics of universality and particularity,the evaluation system adopts two types of index,namely national general index and regional characteristic index.National general index is mainly set up in two levels of management results and control measures.Regional characteristic index main considers regional geological environment problems for evaluation.And using Analytic Hierarchy Process(AHP)to determine the index weight,then to analyze this a series of indexes are given the corresponding criteria.The final evaluation result is divided into five grades.(3)The evaluation system is applied to evaluate two typical overexploitation zones of Hebei Province and Jiangsu Province and get the quantitative result.The Results show that this evaluation system can better reflect the actual situation of the regional groundwater management,and has a certain degree of differentiation,thus verifying the rationality and practicability of the evaluation system.This article relies on the Ministry of Water Resources Water Resources Management Center commissioned by the "Water resources management,conservation and conservation services" research subject.By building a system of operational,replicable,propagable management assessment system of groundwater overexploitation zone,provide technical support and reference for quantitative assessment of regional management level.Expect to promote the rational development and protection of groundwater resources,to ensure the sustainable development of economic and social...
