In the background of climate change, taking the Aibi Lake Basin as an example,the evaluation and development of resources and plants in arid area were studied.Regression analysis, Cumulative anomaly method, MVC, Supervised classification and Analytic hierarchy process were used to analyze the meteorological data, vector date, remote sensing data, soil data and statistical data. The relationship between climate change and resource plants, the evolution of landscape pattern, the evaluation of the resource plants, and the construction of resource plants’ exploitation patterns in the Aibi Lake Basin, the results are:(1 ): In the past 30 years, the Aibi Lake Basin is changing from warm and dry climatic characteristics to warm and humid. The mean values of temperature,precipitation, sunshine hours and wind speed are 8.807℃, 116.16mm, 6.942h,3.441m/s, and the rates are 0.316℃/10a, 8.754mm/10a, -0.025h/10a,-0.407m·s-1/10a.(2 ) : The NDVI in the Aibi Lake Basin is characterized by low distribution of the middle and low in the north and south, and the range is 0 to 0.6004. NDVI has a significant positive correlation with air temperature, sunshine hours and wind speed.The coefficient of determination R2 is 0.894, 0.744 and 0.437 respectively, and the significance test is 99%, 99%, 95 %, NDVI does not show significant correlation with precipitation. The coefficient of determination R2 is 0.081,and the 95%significance test was not passed.(3 ) : The landscape pattern of the Aibi Lake Basin is becoming more and more obvious by the influence of human activities. The area of used land is decreasing, but the coverage is still the highest. Climate change, human action led to a large area of Aibi Lake shrinking, resulting in water area cut back. The habitat of Aibi Lake Basin is still fragile, vulnerable and difficult to recover.(4 ) : Based on the exploitation and utilization of resource plants, the evaluation index system of resource plant exploitation was constructed by using AHP. The exploitation of resource plants was evaluated from four aspects: basic climate, soil environment, landscape pattern and resource value. The evaluation index was 0.5081,that is belong to the exploitation category. The local economic development,ecological and environmental protection is great significance.(5 ) : The integrated recycling exploitation patterns of resource plants is established, which was mainly based on water-saving irrigation model and high-yielding cultivation mode. The effects of climate change on irrigation patterns are: conventional irrigation > film irrigation > sprinkler irrigation > micro-irrigation.Climate change changed the planting time of resource plants, and the intensity of its impact on cultivated patterns is: conventional bare soil cultivation mode > film mulching cultivation mode.
