The current mainstream methods of generating contingency plans which include three categories: contingency plans generation under sectoral agreements,legal framework and situational guidance.When support conditions are ripe for making decisions,they can play a vital role,but also appeared many problems in practical application,such as: synergistic sectoral agreements might appear uncoordinated issues in mutual cooperation objective.In the Hurricane Katrina,the New Orleans city neglected to deal with the federal structure of risk assessment,which has led to a incalculable damage;The flexibility of legal framework is bad especially to face new situation.The emergency communication problems during firefighting and rescue process of Fukushima nuclear accident,and coordination problem between military and local in Wenchuang earthquake rescue both show that;scenarios guided simulation is difficult to achieve complex disaster and faintish program adaptability.Earthquake as emergency with a broad space,field aspect and complex internal laws,the study of contingency plans which have important reference value for the complexity of disaster prevention.This paper intends to build a disaster response plan generation mode based on scene balance,try to describe the emergency management as a steady state,which include to match "state,goals,costs,decision-making".Besides,based on elements and their relationship of earthquake disaster scene balance,to obtain a real-time method for generating earthquake emergency plan.Forming the following main conclusions and understanding:1)Analysis the earthquake equilibrium,summarizes the relationship between earthquake emergency "scenario,tasks,capabilities".2)Through analysis data of study area’s spectral remote sensing,aerial imagery and field survey,explored the basic scenario construction methods for earthquake.3)Through generalize the historical experience and expertise,sort out basic earthquake emergency tasks framework and design the study area emergency resource needs assessment methodologies and main elements.4)Contingency plan,proposed immediate generation method based on extension matter element contingency plan,and final take Chaoyang District as an example,the formation of a immediate generated resettlement program example under a large earthquake emergency command.This paper can provide reference to earthquake emergency quantified management’s objectives,content,capacity and other aspects,further enhance coordinated planning capacity in emergency practice.
