| Water is the source of life and lifeblood of agricultural production, but in China’s rural areas, there are still a lot of people facing water pollution. Governments put rural water pollution remediation work on the point, but the current management is too simple and has certain mandatory, so the water pollution governance does not get good results. At present, the problem of water pollution in rural areas is still very grim, sewage pollution and industrial waste water pollution are superimposed, new and previous pollution are intertwined. Therefore, the problem of water pollution governance in rural areas has become an urgent matter to resolve.In the "Thirteen Five" period, the national environmental protection industry focus on market mechanisms, through releasing environmental vitality of the market to establish a diversified investment and financing channels, to play the role of policy and markets, and to promote the third-party environment services and government purchasing environmental services. Contract environmental service uses market-based instruments, through the way of signing the contract to control pollution problem, not only for the government to fulfill environmental responsibility, but also meeting the requirements of economic reform. In this article, by analyzing the particularity of rural water pollution as well as the shortcomings of traditional governance model, then point out the necessity and feasibility of the application of contract environmental services governance. Finally, making a detailed introduction on how to build the contract environmental service in rural water pollution.Paper is divided into five chapters, as follows:The first chapter is the foreword,this part introduces the research background, purpose, method and review of researches at home and abroad.The second part makes a brief analysis of the rural governance mode of China’s rural water pollution. This part through analysis between traditional governance and contract environmental service governance,then we can acquire the conclusion that contract environmental governance is more suitable for water pollution in rural areas.The third part mainly analyzes the necessity that the governance of rural water pollution uses contract environmental service mode. It concludes three aspects: First, pointing out that using this mode is determined by the particularity of rural water pollution governance. Second, the traditional management mode has a lot of difficulties. Third, environmental contract governance can compensate for the lack of the traditional model.The fourth chapter analyzes the feasibility to utilize contract environmental services in rural water pollution. Firstly, this part cites the application of contract environmental in other field of environment and lay the foundation that rural water pollution uses the contract environment service governance. Secondly, emphasizing the theoretical basis to apply to contract environmental services. Finally, illustrating the practical application of rural water pollution implementation of contract environmental governance model.The last chapter makes a detailed introduction on how to build the contract environmental service in rural water pollution. The paper introduces the main contents of the environmental service contract, containing subject, object, modification, dissolution, responsibilities identified and establishment of the supervision system. |
