Research On Amendment Of Cleaner Production Assessment Indexes And Its Application In Oil Refining Industry

The serious lag of clean production standard (HJ/T125-2003) in the field of petroleum refining industry could not meet the demands of national energy conservation, emissions reduction and ecological civilization construction actual situationany longer. The present study focused on enacting a more scientific, systematic, complete and practical cleaner production audit in refining and petrochemical industry based on orginal standards through (?)generalizing and summarizing the development of clean production,laws, regulations and standards.(?) analysising, investigating and enacting industry cleaner production index system and evaluation standard principle and methodology.The new standards developed in this study was applied to the the practical cleaner production audit in the NORTH Huajin Chemical Industries Group Corporation. Based on principles of present research results and original evaluation criteria, the methods such as current situation assessment, material balance measurement and pollution discharge measurement method were used to analysis the main sets of production equipments, and the actual cleaner production level of this corporation was further evaluated.Based on principal component analysis (PCA), the main factors that influenced the potential cleaner production of the industry, the energy consumption and maijor pollution discharge links were determined. A targeted and feasible cleaner production method was proposed. For instance, employing of the non/low cost plan, and insisting on the principle of simultaneous production, audit and implementation. The medium/high cost plan was enacted after comprehensive analysis of economic, environmental and social benefit, and the optimal plan was summarized and put into use. The recommendation of sustainable cleaner production was proposed and put forward gradually according to the application order and time of plan.Compared to the standard of original cleaner production, the amended one proposed in this study could meet the demands of national energy conservation, emissions reduction and ecological civilization construction, reflect the level of cleaner production objectively, precisely and veritably, promote cleaner production of the enterprises,and further improve the level of clean production, energy conservation and emission reduction effect.
